Water resource input-output analysis is based on the principles of sustainable use of water resource and maximum economic benefits. It is an effective method to study water related problems in the macroeconomic system. So in this thesis,input-output analysis is used to study the relationship between water resource and economy in Hebei Province, trying to find a way to optimize water allocation in its national economy.Firstly,it describes the water resource input-output analysis theory. After the structure of water resource input-output table is introduced, the application of water resource input-output method is explained from three aspects:water use pattern in different industrial sectors, the virtual water trade and optimal allocation of water resource.Especially in the section of water use pattern analysis,it's put forward that a widely used method of water use pattern in domestic research is inadequate.Secondly,as useful analysis software tool,a water resource input-output analysis program based on Excel VBA is introduced, and its principle, basic modules, main functions, and key codes are recited respectively as well. After that, according to the reality of Hebei Province, the 19-sector water resource input-output tables for the year 1997 and 2002 are established.Based on those tables, quantitative analysis is conducted to study water use pattern and the virtual water trade in Hebei macroeconomic system.Furthermore, several scenarios are presented to optimize water allocation in the year 2010.Finally,several suggestions are made to solve the main problems of water use in Hebei Province, such as improving agriculture water use efficiency, advancing the level of technology and industrial structure, developing modern service industry and changing the way of trade growth.
