Human resource is coming to be the key issue in latter-day management since it is the most valuable resource owned by human being. It is not only a demand for economy development and market competitiveness, but also important guarantee for long term developing of the nation, the nationality; the region and the enterprises. It is also on important measure of the modernist to develop their capacity to conform and change the society.At present, human resource refers to human resource developing and managing of a nation or nationality when we talk about the national policies like revitalizing the nation through science and education; improving the basic essence of the people etc. The nation can not be well-off and promoted until the national human resource can be fully developed and effectively managed. The goal of the organization and the personal value can be realized only if the talents be well used, organized and developed. The key issue of human resource is performance management. It can improve the work efficiency of the company’s employees and value creation of the organization.The performance management was come up with in 70 century and came to China in 90 century. It was deeply accepted and loved by the managers because of its perfect system, well process and continuous improvement. Unfortunately, it does not work well in China neither in big nor small enterprises, so we must work out a right one for Chinese company.Now the writer is working on a suitable performance management for HY Company based on the practice situation. HY company has its own way of performance management. It fully concerns about the personal development and payback which really excite the activity of the company employees and improve the self-management and self-motivation. It also truly realizes the unification between personal value and company value.There are four chapters in this paper, the first one state the definitions and purpose of performance management as well as the methods used and the structure of the paper.The second chapter states the relevant theories of performance management, including the definitions, purpose and basic process. It mainly introduces 5 types of performance management methods, respectively as Management by Objectives (MBO); Balanced Scorecard (BSC); Key Performance Index (KPI); 360 Degree Evaluation, which provide a theoretical foundation for designing and researching a performance management system to the HY company.The third chapter states the basic facts of the HY company, including brief introduction; organizational structures, staff structures and current status and existing problems of performance management, as well as an analysis of those problem.The fourth chapter designs a performance management system for the HY company. It illustrates the basic principles, methods and preparatory works for designing the system, which includes improving the performance management environment and implementing analysis works. By setting up the procedure of performance management system, performance evaluation and feedback, a performance management system shall be established.The fifth chapter analyzes and assesses the performance management system of the HY company, which covers the advantages and weak areas of this system as well as the method of improving and perfect this system. The case of this thesis is coming from HY company where the author works. The author deeply studied the performance management of HY Company by his personal practice, the use of literature research, expert consultation and questionnaire survey. The author hopes that through his research, he can refine and improve his company’s performance management, and also to make useful discussion regarding to the effective performance management and the countermeasure to the problems may occur of the SMEs. In addition, it is hoped that this paper can have an important reference to the other companies. Performance management is now gaining more and more companies’attentions and many of them have established an electronic performance management workflow platform, Due to time and ability, this paper does not address that and leave it for future study.
