At present stage in our country, cultural consumption is becoming a major breakthrough in expanding domestic demand. With the sustained development of China’s economy, our national income is improving steadily, and the cultural consumption is occupying more and more spending in the total consumption of urban and rural residents now. According to Chenery’s theory, when per capita GDP come up to 3,000 U.S. dollars, people’s cultural consumption should account for 23% of the total consumption. As we all know, China’s per capita GDP has been more than 3000 U.S. dollars in 2008. Against the backdrop of expanding domestic demand at present, the cultural consumption has a very large potential. With the 4 trillion investments planning on the livelihood projects gradually implemented, the national purchasing power has been enhanced to ease the worries. Therefore, it will generate further demand of cultural consumption.In the context of global financial crisis, how to expand domestic demand and foster new economic growth point is a burning question for China’s governments at all levels. Sichuan is not only a province of large population in China, but also in the west areas in China. Therefore, to study how to expand the consumption demand, especially the cultural consumption demand of rural and urban residents in Sichuan Province, is not only good for The Grand Western Development Program, but also good for the rapid recovery of our economy. In view of the large gap between urban and rural residents in Sichuan Province, as well as among different income groups of urban and rural residents, this paper intends to study the characteristics of cultural consumption behavior of different income groups of urban and rural residents, which is hoped to provide some targeted advice for the government in promoting cultural consumption of urban and rural residents in Sichuan Province.
