A Research On Development Path Under The Urban-Rural Integration Background Of Chengdu Small Town

Urban-rural integration is the advanced stage of urbanization and the historic product to a certain stage of development of productive forces.To explore strategic approach to development of Urban-rural integration to improve rural development and backwardness,narrow the widening gap between urban and rural development,and gradually solve the problem of China’s dual economic structure has very important theoretical meaning and practical significance. Small towns as an associate ties and bridges between urban and rural areas have six features,such as,political rule, industry gathering, the population build-up, economic radiation, cultural transmission, to enhance the quality of life. Small towns can promote the rational flow of urban and rural areas of production factors and combinatorial optimization.In June 2007 chengdu become the comprehensive reform pilot area of co-ordinating urban and rural.In this context,the development of small towns in Chengdu to promote urban-rural integration,co-ordinate urban-rural areas of great significance. This paper analyse the development ideas, institutional arrangements, development path and development mode.Summarized the experience of construction of small towns at home and abroad come to enlightenment,including the following aspects:First,we should focus on small towns in the planning and management,and encourage public participation in construction of small towns.Second,all levels of government policy,funding and technically strong support.Third,we should attach importance to basic infrastructure and social services facilities.Fourth,to cultivate a competitive advantage leading industries adapted to local conditions.Fifth,to attach importance to the inheritance of human environment and the protection of ecological environment,highlighting the main features of small towns.In 2007 the urbanization rate of small town has reached 53.5%.While the national average over the same period increase from 36.22% to 44.94%.In contrast,the speed of urbanization in Chengdu slightly higher than the national average. Chengdu small town have some features, such as the small overall size,weak economic base,administrative operations and uneven development. It face with many problems such as scattered layout, low level construction, weak functions,unscientific and planning issue.The development ideas include economic development, social support, cultural development, and ecological cycle.Development principles is scientific planning, reflecting the characteristics, results-oriented, Strategic Framework is supporting the formation of clear, rational layout,complete functions,basic facilities, distinctive characteristics and scientific management system. Institutional arrangements conclude four facets.First,deepening the reform of household registration system promote the equalization of urban and rural public services. Second,Establishing a sound land management system.Third,the establishment of investment and financing system,relying on the newly established investment company.Fourth,the transformation of government functions, adherence to the streamlining,innovation and efficiency principle,according to small government,big society and the construction of the Government’s objective,the establishment of small towns the government powers that match the financial power.The Development Path of Chengdu small towns include modern agricultural,infrastructure, the development of industries and Social insurance. The specific development mode include agricultural industrialization patterns, tourism patterns, industry-oriented patterns, business service model and suburban patterns.
