Study On Landless Peasants’ Social Security Problems And Solutions In Disaster Area Of Wenchuan Earthquake

This thesis consists of five chapters, the first chapter is an introduction, the second chapter is the hit status of landless peasants in the disaster area, the third chapter is the contents of the special social security policy for the landless peasants in the disaster area and assessment, the fourth chapter is the problems of Social Security of landless peasants in the disaster area, Chapter V is to improve Social Security System of landless peasants of the earthquake in Wechuan.This paper aims to reform the existing system of land compensation and resettlement, establish the legal system for protecting the rights and interests of landless peasants, establish the mechanisms for training and employment of landless peasants, improve social security system of affected landless peasants and other measures, suggest the recommendations of employment and pension system for the affected landless peasants from the policy, legal and institutional point of view. To maintain social and regional stability,it need to establish social security funds of affected landless peasants, expand the source of social security funds, strengthen the operation and supervision of funds, security funds and increase the value of security, ease the financial pressure of the government, ensure social security of landless peasants.In this paper, the main research methods are literature, data collection methods, standardized analysis, research in the disaster area and participate in related meetings.This article may be having innovations:(A) Study the uniqueness of perspective. This article is dedicated to the landless peasants in the disaster area, study the practical difficulties they face, improve the Social Security regime of the landless peasants in the disaster area. (B) Study systematically. This article studies systematically the structure of affected landless peasants, the difficulties landless peasants face in real life, evaluate and analysis of the special social security policy, the existing problems of the social security system and to solve these problems, suggest the recommendations for Social Security regime of the landless peasants in Wenchuan Earthquake systematically. (C) Novelty of the content. The content of this article is comprehensive and new, such as the study found that the existing pension policies of affected landless peasants did not give overall consideration to the special nature of the landless peasants in the disaster area and with no consideration of the fit between the new agricultural insurance、the basic endowment insurance system for urban workers and the landless peasants in the disaster area, and the first time to build old-age insurance system for the landless peasants in the disaster area to meet the actual situation and the needs of the special group. Meanwhile, on the basis of refinement of the groups of landless peasants in the disaster areas, the first time to build the minimum living security system and social security fund management system for the landless peasants in the disaster area to meet the actual situation and the needs of this special group.
