| The essence of traditional industrialization is the process of the human robbing the nature of his resources, separation of economy and ecosystem, society and the environment, human and the nature. We have gained the high economy development speed at the expense of draining the natural resources and damaging the environment.Up until the 1950s, the application of IT technology such as CAD, MRP, CIMS, ERP and web creation etc. enormously boosted the progress of the western industrialization; informatization has become the catalyst of industrial modernization of western countries. China, as a developing country, should utilize the advantage of latter development, learning the lesson from the combination of traditional industrialization and informatization of western countries to realize the modernization of our industry. China has proposed that "we should vigorously push forward the amalgamation of informatization and industrialization, to change the big industry into a strong one" in the report of the 17th National People’s Congress. The amalgamation of informatization and industrialization will be the tactic for China’s economy and society development.In this paper, the author discovered that there were little systematic and deep research at the perspective of amalgamation of informatization and industrialization done by the domestic scholars after some relevant research; nobody has done research especially on amalgamation of informatization and industrialization from the perspective of low carbon economy, so there were great theoretic value in this research. Under this condition, basing on the principal of combining the theory with practice and from the perspective of amalgamation of informatization and industrialization, this paper had done some research of fixed quantity and determined nature under the systematic instruction of the theory of industrial economy, low carbon economy, amalgamation of informatization and industrialization from the angle of low carbon economy.The author, under the precondition of technology amalgamation, put the research of amalgamation of informatization and industrialization in the frame of industrial amalgamation. This research deliberated and explained some basic problem of the evolvement process, the cause, the main factor, performance and mechanism of amalgamation of informatization and industrialization and the like, with the application of the IT economy and low carbon economy theory and on the basis of clearly defining the nature and characteristic of amalgamation of informatization and industrialization, still, this paper provided suggestions on the operation of amalgamation of informatization and industrialization.The research of the effect of low carbon economy on reconstruction after a natural disaster came into being under specific environment, we witnessed the deterioration of the global environment, the natural disaster that frequently happened and the increasing number of reconstruction project, so we paid more attention on the management and operation of rebuilding, however, the relevant research is not much, hence it is still immature, all these facts give rise to the probability of innovation. In fact, the governments all over the world have never stopped discovering and innovating on the problem of rebuilding after natural disaster. In the research, we found that the rebuilding has always been on the level of solve the basic problem of the victims, they have not found the way to rebuild the areas for its lone-term sustainable development, that is why a large number of victims still live in underdeveloped areas. We need to carry out a lot more research to have a scientific mode of rebuilding due to the revelation of some rebuilding experiences. Therefore, there is crucial theoretical and practical meaning in the effect of research of low carbon economy on reconstruction after natural disaster.In order to provide a clear mode of the effect of research of low carbon economy on reconstruction after natural disaster, first of all, the author of this paper explained the current condition and the connections between the low carbon economy and the reconstruction after natural disaster, to pave the theoretical way for further discussion. At the same time, the author analyzed and did research on the relationship between the industry of low carbon economy and the reconstruction after natural disaster, summarized the characteristics and found some relationship between them, discussed its development law and trend, so that we could explain the whole background of the effect of research of low carbon economy on reconstruction after natural disaster. After that, we found the linkage between them, analyzed it thoroughly, then we brought forward the types of low carbon economy and found the directions of development for each country. In order to demonstrate further the general law of the relationship between the low carbon economy and reconstruction after a natural disaster, the author of this paper mainly demonstrated the development mode and the economic effect brought about by low carbon economy in Guangyuan, Sichuan province during the rebuilding process. It accelerated the forming and upgrading of the economic structure in Guangyuan. It also boosted the rebuilding speed, pointed out for Guangyuan Yuan the direction for sustainable development. Enormous practical data and materials demonstrated that rebuilding can benefit form low carbon economy; it should be the new mode for rebuilding. What is more, the author also provided specific tactics and plans.Through the analysis of the current conditions, basic characteristics, problems, marketing potential and development trend of low carbon industrial economy, we provide a new developing mode for rebuilding after natural disaster, still we had a comprehensive analysis on nearly all the industries involved in the rebuilding process.The author concluded the application of low carbon economy during rebuilding process in several places of Sichuan province, which based on the analysis of correlation of low carbon economy and rebuilding after natural disaster. The paper provided the forming, upgrading and also the development direction of industry structure with the help of low carbon economy. On the foundation of practical research, this paper innovatively came up with new rebuilding mode, especially presented a better tactic for better rebuilding. All these facts embody the unique research achievement.This paper is a case in point that low carbon economy applies to the post-disaster reconstruction in Guangyuan, which analyses the application methods, practices. Also it assessed and summarized the successful experience, and found even more development space. Hence the author provided a development direction for the post-disaster reconstruction. Based on the complete case in Guangyuan, this paper showed us an overall design idea, society and economic significance of low carbon economy and it set an example for rebuilding in an innovative way. Besides, it also enriches the practice of post-disaster reconstruction cases all over the world.In addition, this paper also combines the application of low carbon economy and the development of it in and out of our country nowadays, preliminarily analyses the design ideas, industrial structure arrangement and frames of regional economic structure, and tries to provide more information and materials for the further research afterwards. Finally, this paper brought forth new ideas and strategy which can promote the application of low carbon economy during rebuilding process in the background of Content Networking, Three net fusion and Cloud technology and so forth and under the condition of international financial crisis, global development of low carbon economy, also utilized the of Naxos’"poverty vicious circle" theory, Nelson’s "low level equilibrium trap" theory, Libinstan’s "critical minimum efforts" theory, Black swan theory, Cyclic Economy Theory, Mole’s Law, Content Networking, Wisdom Earth, Locking Effect and Matai effect.All in all, by the analyses and studies of various research methods in each chapter, this paper has established a basic structure and rationale with the innovative mode of low carbon economy for promoting the post-disaster reconstruction, which also has a great realistic significance on a comprehensive understanding the law of reconstruction and a guidance of specific reconstruction all over the world. The most important point of the research of low carbon economy for the post-disaster reconstruction is to find out how to bring into full play and make full use of the resources available on the basis of a comprehensive understanding of the whole situation. The problem of how to maximize, optimize and combine, allocate the internal and external recourses after a disaster occurred is the starting point of the best innovative way of thinking and designing for post-disaster reconstruction all over the world. |
