As a traditional agricultural province,in order to achieve the transformation of economic structure,Sichuan should value the development of agriculture. The essence of the problem of agriculture and countryside is peasants. And the key of dislove the problem of peasants is to improve their income and give them the opportunity to work.Facing to the practical situation, Sichuan must accelerate the transfer of rural surplus labor. How to utilize the opportunity of Chengdu-Chongqing economic region was appointed as the Coordinating Urban-Rural Development comprehensive reform area, have came to be the important theoretical and practical question. This paper has a deep understanding of the surplus rural labor force in sichuan province’s actual situation, which has important practical significance to formulate relevant policies in sichuan province.This paper combining the method of theory and empirical, qualitative analysis and quantitative research to discussion the transfer of rural surplus labor force of sichuan province.There are seven parts of all paper, the first and the second chapters, analysis the purpose and meaning of the transfer of rural surplus labor force primarily, summary the current research at home and abroad. The third chapter introduction the concepts of the transfer of rural surplus labor force and the overall planning for urban-rural development and the relationship between of them.The fourth chapter research the rural surplus labor conditions of nearly 20 years in Sichuan province reference to the output calculation of every person method of planting area. And we could get the conclusion from the results that, the rural surplus labor in Sichuan province have been present a slow decline trend in general. From 1988 to 2007, it has been reduced 714.46 million.and was achieved 1534.36 million in 2007.This paper estimate the amount of the rural surplus labor force in Sichuan Province over the next few years with ARMA model of non-stationary time series. We could find from the measurement results that, the drop rate of rural surplus labor force in Sichuan Province is 0.0317 every year from the year of 2008, and it can achieve 1293.23 million Until 2012.Next, this paper discourse the features and status of rural surplus labor transfer in Sichuan province based on the experience data.And in the fifth chapter, using elastic and employment structure deviation degree index to illustrate the factors which restrict the transfer of rural surplus labor force in Sichuan province. In the above analysis and research basis, this paper proposed the overall planning of transfer of rural surplus labor force by institutional innovation and better path selection in urban and rural areas of Sichuan province in the sixth and the seventh chapter at last.Acceleration the transfer of surplus rural labor in sichuan province, besides strengthening the policy support of rural surplus labor transfer, establishing the coordinating urban-rural development of the regional economy development system, promoting various institutional innovation including land、financial credit and household, it must to launch some work from the following several aspects:first,acceleration agricultural industrialization, promote the popularization on employment in their homeland.Second, urbanization construction,providing important carrier to the transfer of rural surplus labor.The third, Drive the transfer of rural surplus labor force in sichuan province by high-level industrial structure. The fourth,it should play functions of the government and intermediary organizations,which promotes an orderly transfer of the agricultural surplus labor force.,and also strengthen rural vocational and technical education to improve the quality of knowledge and skills of the rural labor force.
