Study On Sustainable Development Coordination Of Economy-Society-Resources-Environment In Baoding

The issues of Economy, society, resources and environment are the hot issues for the countries in the world. With the accelerated process of industrialization and urbanization, ignoring a number of non-renewable resources and focusing only on immediate benefit, human beings blindly develop and gratuitously use natural resources in the process of economic development, leading to excessive consumption of resources and shortage. A series of environmental problems resulted in serious block to economic development, improving the people’s living standards and quality. The simple pursuit of economic growth, and the traditional development model "pollution first, treatment later," had no longer meet the development requirements for current and future. Therefore, how to make the development of economic, society, resource, environment coordinated has become an extremely important research topic.With the Index System principles, combining with the actual situation of Baoding, a set of Index System of Baoding characterizing economic, social, resource and environmental composite system was selected. The index system included system layer, rule layer and indicators layer, in which social subsystem contained five indicators, economic subsystem contained seven indicators, resource subsystem contained four indicators, and environmental subsystems contained eight indicators, a total of twenty four indicators .In order to get the coordinated development condition, the author established the coordinated development degree model, using the host ingredient analysis, regression analysis and function of subjection degree to evaluate the coordinated development of economy-environment system in Baoding. based on the data of Baoding in 1999-2009, It provided the reference for Baoding’s sustainable development problem. The results showed that the compound system was fair in a coordinated development state with its coordination level. But coordination development level between systems still needs to be improved and the conflict among economy, environment and resource was very outstanding. The systems of economy and environment was in poor coordination, so going circular economy route, using clean energy and developing low carbon economy is the key to solve the problem. Coordination between systems of resources and environment was also poor. It should strengthen raising resource utilization rate, protecting arable land, changing fuel structure and developing new energy industry. Development situation of social and economic systems was outstanding. It should notice the balanced development of resources and environment systems and going road of sustainable development.In addition, we used the grey model of GM(1,1) to forecast the conditions of coordinated development of economy, society, resource and environment. The residual modification model can be used to predict the development coordination among the complex system in the near future. The coordination coefficients were 0.9278, 0.9372, 0.9470, 0.9572, 0.9678, 0.9752, 0.9843. Results show that it will be in good condition and steady climb in the next few years.
