market, and so the how to supervise the tourism quality constitutes the critical part of tourism administration. Tourist petitions reflect the quality of tourist industry, and dealing with the tourist petitions is the important part of tourism quality supervision. This thesis will study the tourism quality supervision in perspective of tourist petitions.As an important tourism city, Changsha has made great progress in the tourism quality supervision. With the methods of statistic analysis and interview, this thesis analyzes the data of Changsha city’s tourist petition in 2008 and 2009, and discovered the problems and challenges that face the Changsha city’s tourism quality supervisors. The problems and challenges are as following: the existing tourist system is in conflict with“great tourism industry”; the overall quality of employed people in tourism is low to needs; the environmental social culture of tourism quality supervision is bad; the standardization of tourism market is not sufficient; the expansion of administration brings new challenge to tourism quality supervision.This thesis suggests corresponding count-measures: putting forth the“great tourism”consciousness into overall government administration,training the tourism service providers,educating tourists with reasonable rights consciousness, constructing the standard of tourism service, and let the associations of tourism industry supervise itself.The study of tourism quality supervision may contribute to the innovation of government regulation theory. This thesis reflects the applications of western government theory to China, and suggest the importance of Chinese government regulation theory innovation.
