After the third telecommunications industry restructuring, three telecom operators all have a 3G licence, competition is becoming increasingly fierce within telecommunications industry; And with the telecommunications industry’s constant transformation, the three nets fusion policy, telecommunications industry launched with the IT industry, the radio and television industry will aggravate the conflict. These changes in the external environment, it is bound to lead to telecom firms will met with numerous new challenges in product, business and management etc, current income and user market share will suffer. To be successful deal with these challenges, telecom operators must carry out the optimization and internal management of change. And project investment management is in a very important position of telecom enterprise internal management. This paper mainly use the situation analysis and evaluation of project investment management from grassroots telecom operator, in the previous research achievements at home and abroad, this paper studies the basic telecom enterprise investment management mode and the key point, and put forward some simple and feasible management method, in order to perfect the basic telecom operator investment management methods.This paper includes four chapters:the first chapter is the introduction, discusses the research background, research purpose paper, research methods, and the research content and structure. The second chapter is theoretical research review, this paper briefly introduces the investment management mode and research status of investment decision-making method. The third chapter of project investment management kashi telecom branch, analyzes the present situation and the existing problems, and puts forward basic telecom operator issues that need to be resolved in the project investment management process. The fourth chapter through case studies clarify telecom operator project investment management process four key stages of the thoughts and methods, to improve current investment management mode of telecom operator, this paper provides a feasible improvement suggestions and ideas.
