The Research On Equity Of Chinese Social Medical Insurance

With the basic medical insurance, the new rural cooperative medical system and the establishment of the basic medical insurance for urban residents of the three systems and full implementation, in particular, the new social insurance law promulgation and implementation of social health insurance is coverage toward full coverage by the system, people the goal of access to social health insurance are far from achieving. Our next goal is everyone fair access to social health insurance. "Everyone has the right to have" to "Everyone will enjoy equal", a new perspective in the social health insurance, the starting point of this study. The fairness of the research and evaluation of the social health insurance in the practice of social security reform will have a very wide range of applications, but there is still lack of theoretical analysis and scientific computing basis.In this study, the social health insurance by the transformation of workers’rights as fundamental rights of the nationals as the theoretical basis of re-understanding from the perspective of social justice, fairness theory of social health insurance, inclusive, insurance-type, rescue three kinds of medical security system of the fairness of the impact mechanism. In the full theoretical discussion based on the analysis of social health insurance fund income and expenditure per capita differences, explore the major defects of the existing system of social health insurance:the system partition caused by the treatment of significant differences, seriously affect the fairness of social insurance. In this paper, detailed and in-depth theoretical analysis and comparative study reveals the most fundamental differences of social medical insurance because of the disease directory of the three different systems, clinics directory, the directory of drugs, the rate of reimbursement on three different systems of social health insurance and there exist a huge gap!Of this study found differences in the nature of the cause of social medical insurance on the basis of exploration to measure the fairness of the existing three social health insurance system, and the use of the Lorenz curve, Concentration Index, Kakwani Index corresponding fairness of the measure, and proposed in this paper based on the calculated results have important reference value to judge the fairness of the social health insurance, improve the existing system of social health insurance and related policies.
