Resources Integration And Support System Of Food Safety Examination And Detection

Food safety examination and detection is the core link of food safety supervision, and scientific resource allocation institutions of food safety examination and detection is the necessary foundation to guarantee the high effectiveness of detection. Resources integration of food safety examination and detection contributes to avoid battles for interests among detection departments, safeguarding the public interests; contributes to clearly define public property right, improving detection efficiency;contributes to optimize resource configuration, enhancing detection ability. At present, resources integration of food safety examination and detection has become an important development direction of detection work at all levels in many developed countries and China.At first, this paper analyzes some main experience in resources integration of food safety examination and detection in Japan, the United States and the European Union, and concludes the common features of detection work in each country through comprehensive comparison. Secondly, this paper summarizes the general configuration of detection resources and current situation of detection resource integration in our country, and then introduces and compares specifically five typical models of resources integration of food safety examination and detection in grassroots governments of China, and points out that the great integration model which combines five institutions to one can really solve development problems of detection in Chinese grassroots governments. Moreover, this paper selects the great resource integration model in San Men county to do case analysis, including origin, characteristics and effects of the model; representativeness and conditions of popularization; deficiencies in the development, providing solid foundation for countermeasures. Finally, this paper puts forward that we should construct a support system for resource integration according to the development dilemma of food safety examination and detection at all levels in our country, which contains functional organization system, funding system, equipment configuration system, institution support system, personnel training system and network information system.
