Research On Dilemma Of The Fragmentation And Countermeasures Of China’s Food Safety Regulatory System

In recent years, China’s food security is facing a very serious situation.Food safety incidents outbreak frequently, such as Drainage oil and Clenbuterol.On the problem of food quality safety, people felt deeply puzzled and worried.The crack of food safety issues is the protection and the most important prerequisite for improving people’s livelihood. The face of China’s food security chaos, government and academia have attached great importance to and has made many efforts to develop appropriate laws and regulations, establishment of food safety regulatory system. Our country’s current food safety supervision work is mainly in the "sectional regulation, breed oversight".But this subsection supervision system exposes a series of problems, such as government division,fragmentation and the lack of coordination and communication between organizations.So according to the food safety problems,it is not only very necessary for us to discuss and pay close attention to the fragmentation of the dilemma on the food safety supervision system,but also has the theory value and the practice significance.According to the history and the present situation of our country’s food safety regulation system, the thesis adopts "Holistic Governance" as the research perspective, combines normative research and empirical analysis methods.Accordingly,it thoroughly analyzes fragmented predicament of the food safety system and puts forward the strategy of solving problem and perfect measure.The logical frame can be divided into seven modules:The first module:research’s origin.This part focuses on explaining the origin, value and the key concepts.On the basis of carding and summing up foreign and domestic relative researches, this part adopts the frontier theory of the subject field as the analysis tool, builds the framework and clarifies the innovation intention.The second module:importing analysis tool.This part mainly focuses on expounding the connotation, theory essence and practice mechanism of the Holistic Governance theory, in order to providing reasonable theoretical basis.The third module:general scanning.This part mainly focuses on looking back to the vicissitude path of China’s food safety supervision system and scans the current situation of sectional supervision,to explore deficiencies of the regulatory system.The fourth module:empirical study.This part introduces the design and the survey result analysis of the research.lt randomly selectes from all over the country food consumers as investigation object,develops network questionnaire survey, and uses the SPSS statistical software scientifically analyze the data collected.The fifth module:problem analysis.On the basis of the above results of empirical analysis, this part further explores the predicament of existence and fragmentation causes about our country’s food safety regulation system.The sixth module:explore countermeasure.On the basis of the above empirical research and problem analysis,uses the comparative analysis and normative research method,takes the holistic governance perspective as the key point,and puts forward to perfect countermeasures and suggestions for our country’s food safety regulatory system.The seventh module:research summary and prospect. This part is the conclusion of the thesis, which mainly focuses on summarizing the research achievements and deficiencies, and pointing out the development direction for the follow-up study.This innovation of this thesis is mainly reflected in three of aspect:the research perspective, research methods and ideas. The first is taking China’s food safety regulation system as the main line, adopting the more advanced the Holistic Governance theory and thoroughly analyzing the fragmentation status of China’s segmented supervision system, in order to entirely build a scientific and reasonable food safety supervision system. The second is the combination of normative analyze and empirical research, the unity of qualitative research and quantitative research method to study our country’s food safety supervision problem. The last is following the "problem-the analysis of the problem-to solve the problem" context to build the framework structure of the full text, first overall scan history and present situation of China’s food safety regulatory system, then the use of empirical research methods to analyze the fragmentation of the plight of the food safety regulatory system, and finally fromorganizational structure, new responsibilities and incentives, organizational culture and partnership of these four angles to make scientific and reasonable measures.
