In much of the country of Lao PDR, land market operates in a very informal system. Land is bought and sold, used as collateral, and leased. Because of high transaction costs in the formal system, many of these transactions are completed informally. While, in China land market has experienced very rapid development in the past two decades. Land market development has contributed to the overall economic development, including the rapid growth of industries and services in the Chinese economy. The aims of this study are to identify the difference of governance structure and institutional arrangement of urban land market between Laos and China by analyzing the evolution of urban land use system reform, to describe the obstacles and constraints for development of land market in Laos, to examine the existing policies and regulations with regard to urban land market in Laos, and to propose recommendations for further development of urban land market in Laos. The methodology employed for this research is based on the secondary data from official and none official sources. Finding explanations that land reform in Laos doesn’t help to establish a well operated land market as much. While China land reform has brought a remarkably positive impact on land market development, government finances, real estate development, infrastructure provision, and urban growth. The research conclude that there are many useful experiences on land market policy from China; to further development of land market structure, Laos government also would like to use Chinese experiences as the references.
