| The supply-side structural reform is the scientific guiding theory under the current background of China's economy entering the new normal,especially for the supply and allocation of the factors.According to the analytical framework of the guidance theory of the supply-side structural reform,the problem of the allocation of factors can be explored and the effective way of improvement can be explored accordingly.Urban land is the base of urban construction and development.The allocation of urban land resources is related to the development of the city and the layout of the industry.As the real estate market comes from land market,land market plays an important role in the real estate market.Hunan province is an important province of the strategy of the rise of the central region.In the historical mission of the structural reform of the supply side,it is very meaningful to analyze the current situation of the urban land market in Hunan and to explore the path to solve the obstacle factors.Hunan province is an important province of the strategy of development of the central region.It is very meaningful to analyze the current situation of the urban land market in Hunan and to explore the path to solve the limited factors.Under the framework of the supply-side structural reform,this paper analyzes the present situation of the urban land market in Hunan Province,and constructs a evaluation system of the land market maturity from five aspects,such as market allocation system,supply and demand balance,market competition,price sensitivity and perfection of supporting mechanism.Reflects the internal operation limited factors of Hunan's land market by comprehensive evaluation.This study show that the development of land market and the allocation efficiency of land resources in Hunan Province are not balanced in space,At the same time,the land market has some difference weak point in different city of Hunan Province,the degree of land marketization in Zhangjiajie,Xiangxi are lower than other cities;Changde and Yongzhou have a uncolorful degree in market competition degree;The supporting mechanisms of Yongzhou,Shaoyang are relatively weak.The balance of supply and demand in Hengyang,Huaihua,Zhangjiajie and Xiangxi is the short board of development;Loudi and Yiyang need to increase the price sensitivity.After the analysis of the limited factors,there are three main reasons,the first one is the supply of urban land is inefficient;The second reason the Land Use Control System is lack of elasticity;The third reason is the inaccurate positioning of the government in the land market.Based on the connotation of supply side structural reform,this study believes that the urban land market in Hunan can be improved from three aspects.The first one is to innovate the land supply system,improve the existing land paid use system,strictly limit the scope of the allocation of land,optimize the land supply structure,implement the differential supply of land,make accurate supply of land,and thus improve the efficiency of urban land supply.The second one is to establish the flexible land use control ststerm,to build the elastic planning of land,to combine the rigidity and elasticity of the use control,to strengthen the management of the retracting of the appropriation land,and to establish a rapid examination and approval mechanism for the change of land use.The last one is to straighten out the role of the government in the land market,to strengthen the government's role in management and supporting,to strengthen the construction of land finance in the urban area,and to enhance the scientific nature of the urban land supply from the idea of technological improvement,and to realize the diversification of the main body of the urban land supply. |
