Next, I state the promotion effect of the energy consumption at the view of energy economy, and described the factor analysis model and gray correlation model, laid the theoretical foundation for subsequent empirical research.Secondly, analysed the industry development situation of Chongqing, and according to the actual situation of Chongqing, formulate the principle of selection of the industry leading industry. In accordance with the principles, I made an index system about how to choose the leading industry and made use of the SPSS software to do factor analysis what is about the industry of Chongqing.
