Research On The Peasant Workers' Endowment Insurance System Model

As an specially social and vulnerable group,"migrant workers" produced in the1980s, and gradually formed the sheer size of today’s230million. Problems about migrant workers have increasingly become the focus of the community’s concern or a hot topic, especially the problem in relation to the social pension insurance. In order to better address the lack of old-age insurance interests of migrant workers in real life, it is necessary to analyze in-depth and compare the migrant workers’pension insurance model across the country, and find out defects. After that, we can design a better social pension insurance target mode for the migrant workers.In this paper, we use the qualitative and quantitative analysis tool to induce and compare the main practice modes of migrant workers’pension insurance. On this basis, the proposed design principles to establish and improve migrant workers social endowment insurance system should be followed. In a word, these design principles is that:when supplying the social pension insurance services to the migrant workers, we should consider the characteristics of peasant-workers with high mobility and low/unstable income level, that is, the system of supply must meet the system requirements. Furthermore, on the guidance of these design principles, proposals and suggestions are put forward to solve the problem of endowment insurance of migrant workers on the basis of a detailed classification of migrant workers groups. With the process of promoting industrialization, urbanization and the increasing differentiation within the migrant workers groups, there will be a considerable number of migrant workers becoming into industrial workers. So joining the urban workers’basic pension insurance system is the migrant workers’ultimate choice; Also, we should create a transitional social pension system for migrant workers to resolve the pension insurance of migrant workers in the differentiating process.
