Study On Pension Insurance System For Migrant Workers

With industrialization and urbanization process accelerated in China, pension insurance issue about migrant workers has become the focus of academe and all levels of governments. Due to be short of uniform regulations, a number of local governments have developed diversiform pension insurance policies for migrant workers in accordance with their characteristics. However, the local pension insurance policy for migrant workers not only led to the different treatment, but also made the pension insurance relationship difficult to transfer. Despite the difficulties is objective, implementing the system of pension insurance for migrant workers is necessary and urgent. And the later resolved, the cost in future will be higher. Therefore, in order to achieve the social objectives of migrant workers'security in agedness and safeguard social harmony and stability, promulgating the unified national pension insurance system for migrant workers as soon as possible is both feasible and urgent.《migrant workers participate in the basic pension insurance》constituted by Ministry of Human Resources and Social Security of China is revising and perfecting, it is said that it will be implemented formally this year. we can see that solving the problem of pension insurance for migrant workers has also been bring into the government agenda, in order to promoting the work institutionalizing.《migrant workers participate in the basic pension insurance》has many progresses, but it has some irrationalities in several specific system designing. It is imperative to establish a unified national pension insurance system for migrant workers, which is based on different experience from all regions. A unified national pension insurance system for migrant workers, considering migrant workers'characteristics and needs, should solve some key issues ,such as coverage range,the levels of the whole plan,financing models,payment methods,conditions for recipients and transfer joint.
