With the development of low-carbon economy, countries should pay more attention to ecological environment while focusing on economic development. Carbon emission reduction should be involved in various fields of social development, especially in logistics which leads to higher carbon emissions. Transportation produces high carbon emission as energy intensive activities, so the reasonable transportation decision-making can reduce carbon emissions as well as cost to lower environmental pollution. Company A aims to build the low-carbon life as the global leader in power industry, but there is a serious problem in its transportation decision-making leading to high transport costs, carbon emissions and low customer service level.The paper researches on the transportation decision-making based on carbon emission reduction by qualitative and quantitative analysis, combined with Company A’s instance to verify. In qualitative aspects, the paper analyzes the impact of carbon emission reduction to transportation decision-making. It will produce an influence on carriers numbers, carriers evaluation system and carriers’bid process when making carriers selection decision, and it will influences transport types selection, transport models selection and transport routes when making cargos loading distribution and transport routes decision. In quantitative aspects, on the one hand, the carriers evaluation system introduce the sustainable development concept and low-carbon factors designed the sub-index, and bid assessment committee consider carriers’ low-carbon concept fully at the same time. On the other hand, the paper builds multi-objective cargo loading distribution and transport routes decision model considering transport costs, carbon emission and customer service based on transport types, models and routes selection, then converts carbon emission and customer service level to costs through function, so the lowest costs can be the objection function. Fuzzy network evaluation and genetic algorithm are used to solve the transportation decision-making models, combines with Company A’s case to verify the models’ accuracy and practical as well as prove the theoretical study’s feasibility.
