The low-carbon economy is a brand new subject for China and other countries. It is a futuristic form of economy development. Its essential is to construct new energy structure through low energy consumption and less pollution. Its core is technology and system innovation. It is not only the theoretical foundation for constructing low-carbon entity, the best economic model to tackle global warming but also an important guarantee of sustainable development.The current energy structure in China is "coal-dominated" which is unreasonable and inefficient and the industrial structure is not harmonious. It has seriously restricted the sustainable development of China and is not compliant with the requirement of low-carbon economy development. Our environment and resource has paid heavy price for this kind of ignorant economic development which can be seen from the trend of continuous deterioration of ecological environment and it doesn’t obey the requirement of sustainable development either. In the low-carbon economy model which was proposed according to the practical situation in China, energy saving and emission reduction is an important way to optimize energy structure, improve ecological environment and realize low-carbon economy. It can help us to protect the environment while not interfere the economy development. Therefore, in order to achieve sustainable development, China shall make great efforts on energy saving and emission reduction, low-carbon development, energy structure improvement and residential environment optimization.Although now a great amount of research has been down by domestic and oversea scholars on low-carbon economy, energy saving and emission reduction, most of them are limited in its surface or a single point of this area and very less in-depth research and related suggestions on systematical strategic development. Especially no systematical research has been done to talk about energy saving and emission reduction in perspective of low-carbon economy and thus no corresponding policies and measures according to the practical situation of economic and social development of different regions. So the subject in this area has a great value for theoretical research. This essay is written on the principle of combining theory with practice, in perspective of low-carbon economy and guided by the relevant theories of industrial economy, circular economy, technology innovation and regulation economy. This research started from energy saving and emission reduction, used methodology of illustration, game theory and Mendel—GA,macd a great of amount of quantitative and qualitative analysis. Concrete suggestions has also been proposed in the essay for government on how to lead on energy saving and emission reduction, for enterprises on how to become the main body of energy saving and emission reduction and for civilians on how to participate in and promote energy saving and emission reduction.Firstly, based on the above theories, this essay analyzed the problem of China’s industrial structure on the view of Syrquin-Chenerian standard, the output value and labor structure of three industry and China’s three industrial internal structure. It has been found that China’s industry structure is unreasonable, industrial development level is low and so on. Energy saving and emission reduction will play a very important role in developing low-carbon industry and optimizing the industrial structure. Then, this essay made quantitative and qualitative analysis on the status of existing issues of China’s energy structure. Through grey correlation analysis, it has found out the serious imbalance of "coal dominated" energy structure and low proportion of clear energy. Through elastic coefficient method, it has found out the unhealthy elements in China’s economic development. They are low economic efficiency, the sign of extensive economy development and obvious features of heavy industry development. The energy structure can’t benefit the low-carbon economy development and thus needs adjustments. Meanwhile, based on the essential of low-carbon economy which is to adjust energy structure and improve energy efficiency, this essay proposed that energy structure optimization and energy efficiency enhancement is the only way to develop low-carbon economy and an important reflection of circular economy development. Thirdly, this essay discussed the current status and existing problems in China’s environment protection also through quantitative and qualitative analysis. It’s been found that environment pollution and ecological destruction issues are not addressed thoroughly and environment quality is deteriorating. This has diverted from the goal of environment policies. Because of the above, China shall actively adjust environment policies, launch the related environment and economic policies and switch from administrative measures to a integrated mode covering legal measures, economic measures, technological and necessary administrative measures to address environment protection issues. Energy saving and emission reduction is an effective way to highly efficient utilize and reduce pollution emission to the maximum and the only way to realize sustainable development and environment protection.Secondly, this essay analyzed the purpose and significance of Chinese energy saving and emission reduction based on its targets and tasks. It has been found that the energy saving and emission reduction with the current economic development is a dialectical unity, is the intrinsic demand of changing economy grows way based on the analysis of the relationship between the energy saving and emission reduction and economic growth. Then, this essay made quantitative analysis on the status of existing issues of China’s energy saving and emission reduction and summarized the achievements and problems. According to the above results, recommendations for the development of China’s energy saving and emission reduction were proposed:improving policies construction and speeding up the adjustment of industrial structure; accelerating the pace of technological innovation and promoting the development of green industry; making regional specific measures to respond to the unbalanced regional development.Thirdly, through creating three game models between upper and lower levels of government, between government and enterprise and between enterprises, this essay analyzed the basic laws of uniting two parties of contradiction in the process of implementing energy saving and emission reduction and indicated the conditions for switching two contradictory parties through Nash Balance Analysis. It can be seen that energy saving and emission reduction policy has to be diversified and comprehensive and it needs to involve the implementation of various policies. The government shall lead on and play an important role in realizing energy saving and emission reduction including strengthening the management, constructing comprehensive governing mechanism, and insisting on combing legal management with policy stimulation. The emphasis shall be put on well planning, completing regulations, making stimulating policies and strict law enforcement and supervision;enterprises shall play its role as dominant entity and actively carry out energy saving, consumption reduction and pollution management. It can help to enhance the technological conditions and management level of enterprises as well as their development potential. Civilians shall be called for participating in energy saving and emission reduction. The promotion and education shall be enhanced to improve the sense of energy saving and the related laws and regulations shall be promoted. Residences are encouraged to start from changing their living habits.Fourthly, through theoretically analysis of technology innovation and specific description of key technologies for renewable energy industry and environment protection industry and other new technology of energy saving and emission reduction, this essay has found that technology innovation plays an important role in energy saving and emission reduction and it is the basis for developing energy saving and emission reduction. Without technological innovation and applications, the mission of energy saving and emission reduction cannot be completed and low-carbon economy can never be realized. Therefore, we shall be clear about the key technology area, identify the development path of key technology, explore the policies to ensure technology innovation and reasonably plan technology development path. This is the basis for completing the mission of energy saving and emission reduction and achieve low-carbon economy with Chinese characteristics.In the end, this essay built up a forecasting model for CO2emission and a dynamic model for regional development and then calculates and analyzes on the model by SGALAB tool case beta5008in Matlab2009a. It’s been found that the CO2emission amount varies greatly in different provinces (cities, districts). It increases from the west to east and forms high emission areas of Bohai Sea Ring, Yangtze River Delta and Pearl River Delta as well as high emission areas of rich energy provinces; the total emission amount shows high in undeveloped regions of north-west and south-west and low in developed regions of mid-east. The emission intensity of the coastal areas in the south east and southern China is apparently in low level; the areas with high emission intensity are mainly in developed regions including Bohai Sea Ring, Yangtze River Delta and Pearl River Delta but the emission intensity is low in west regions. Based on these, considering the regional industrial structure, energy structure, energy efficiency, total economy and natural resources and other factors, a quantitative analysis about the various regions of their capacity of energy conservation and emmision reduction was done drawing on green development index method. We find that the capacity of energy conservation and emmision reduction of eastern region is bset, the western region is in the middle level, while the central region is not good enough. Based on the above, this essay proposed concrete suggestions on energy saving and emission reduction. They are not only in line the national policies but also have took consideration of the economic and social development of different areas.To sum up, this research has significant theoretical and practical importance in optimizing industrial structure, promoting new energy and environmental industry development,improving energy efficiency, easing up energy supply pressure, reducing pollution, improving residential environment, archiving energy saving and emission reduction, promoting low-carbon economy and realizing sustainable development of the society. It is also a strategic reference material for government and enterprises engaging in energy saving and emission reduction. |
