Study On The Cooperative Management Mode Of The Public-Private Partnership

Recently, the demands for public service have entered a rapid growing period in our society and the reform of public service provision lags behind the development of the socio-economic process obviously. The diversity of public service and the complexity of its development require us to choose reasonable and innovative public service delivery mechanisms and to build an efficient, fair and responsible public service supply model. With the development of academic research, public-private partnership in the supply of public service delivery mechanisms has increasingly become prominent position. Therefore, in order to adapt to the needs of practice, to strengthen the study of public-private partnership of public service provision is very necessary. Analysis of the problems of the traditional supply of public goods model, pointing out that the unity of the management body of the traditional supply of public goods and non-scientific decision-making; analysis of the plight of the traditional public financing model analysis of the financing channels for non-smooth flow, financing the contradictions of the cost and return on investment, and financial investment and public demand contradictions, etc; from the limited nature of public expenditure, the expansion of the public demand, the failure of market mechanisms and public-private co-management of the public sector discussed the public sector management reasons to cooperate with the private sector.This paper aims to construct an effective model of public-private partnership of public service provision. According to the related review and comments of studies carried out, we can realize the whole situation of public service provision, means of supply, the main bodies of supply and the traits of supply model, make the model construction of public-private partnership of public service provision as the main topic of this paper. According to the analysis of related factors on the model construction of public-private partnership of public services provision, we should know the influence of these factors on model construction. Then mainly and secondary risk factor analyze to PPP project on the basis of consulting a large number of materials, choose the main the Gray and fuzzy method to carry on quantitative appraisal to it, and make the real example analysis confirm the evaluation result objective and reasonable. But the result appraised is applied to the concrete research of allocation of risks. After that, based on the theory of risk allocation, the paper makes how to distribute risks and how to manage them efficiently, to be in favor of applying the PPP.Basing on the research already carried out and according to the analysis and summaries of all the helpful ways, this paper tries to provide an effective model of public-private partnership of public service provision, aiming to give a way of thinking on public service supply mechanism and make the public-private partnership of public service provision more effective, in order to meet people’s demands and improve the level of public service provision. From the analysis, we can know that to construct a model of public-private partnership of public service provision from a whole point of view is a new study area now and it is very important and useful for the public service provision.
