| ABSTRACT:This paper analyzes and summarizes the practical problems of the freight transport market on road of China:the strong regional restriction, the unreasonable use of transportation resources, the serious phenomenon of no-road and over-road transport and the low transportation efficiency. The main causes are that the regions are separated and lack of a dominant core transport enterprises, the service concept is backward and so on. Based on all of the problems and the reasons above, the paper puts forward the idea of organizing the transportation strategic alliances composed of the cross-regional transport enterprises, regional distribution transit enterprises and the distribution enterprises.Firstly, the paper analyzes the necessity of resource conformity on road freight transportation from the theoretical perspectives and game perspectives, conclusions prove that integrating resources at the form of a strategic alliance can solve the problems of the transport enterprises theoretically.Then, the paper conducts the study of the operating mechanism, including the mechanism of management, information sharing, business operation and analysis at real examples in particular. It chooses the coalition building mode of joining equity and contractual and the federal organization mode, designs standardization management mode; It analyzes the necessity, barrier mechanism and solutions and designs contents and system structure for Information sharing; It constructs the three level coordinated transportation network models and the different operational management styles in detail, designs the programs of resources transporting and establishes the operation decision support systems to solve specific problems.Finally, the paper analyzes the effect of the resources integration using the combining method of the AHP and the FCE, comes into the conclusion though calculating that transport resource integration is of great actual feasibility. |
