A Study Of Intergovernmental Cooperation In Yan-long-tu Regional Integration

The development of regional economic integration not makes the growth ofthe economy, but brings unprecedented regional public governance issues. How tosolve the inter-regional governance issues in different administrative divisions hasbecome a new problem in the process of regional integration. It not only becomesobstacles in the development of the regional integration process, but alsoincreasingly becomes the important issue of public managers and publicadministration science. This paper collates and summarizes the related theory ofintergovernmental relations and intergovernmental cooperation, exploring theinevitable way of public issues of the regional integration process isintergovernmental cooperation.As the rapid development of China, the establishment and continuousimprovement of the Economic Zone of the Yangtze River Delta, Pan-Pearl RiverDelta and the Central Plains makes the process of regional integration reasonableand scientific. These progresses of regional economic development may beregarded as promoting agents and good examples and pioneers. However, duringthis process, natural barriers of different administrative divisions result indeterioration of environment, the similarity of industrial structure, the waste ofresources and the unbalanced regional development in regional integrationprocess. Therefore, to promote intergovernmental cooperation breaks thenumerous restrictions of the original administrative divisions and building relativeinstitutionalization and legalization of regional governmental cooperation mechanism has become the key to solving many problems in the process ofregional integration.This paper takes Yan-Long-Tu integration process for example, focusing onvarious problems of public issues caused by unfavorable regional coordinationand presenting a powerful way to solve the bottleneck of the development ofregional integration–intergovernmental cooperation. At the same time, based onthe analysis of Yan-Long-Tu economic zone development status, exiting problemsand the need for the basis of intergovernmental cooperation and the cooperationmotivations proposes building the government cooperation mechanism ofYan-Long-Tu, should draw on the following channels: through a more flexiblenegotiation mechanism aiming at the soft constraints on the main; theadministrative institutional change from the bottom, and gradually achieve aunified administrative divisions by the economic zone process; introducing thegovernment contracts and strengthening the contract awareness to ensure that themechanisms operating environment and the associated legal protection; using theconcept of multi-center governance as the guiding ideology to buildintergovernmental cooperation mechanism, that is to say, from a deeper levelanalysis of the basis of intergovernmental cooperation, political science andadministration.
