Research On The Capacity Construction Of Social Insurance Agencies In China

In this day and age, governments pay more attention to the people’s livelihood that is why the social insurance agencies which have the correlation with our basic living have been placed on emphasis by the whole society. The social insurance agencies have become an important’window’to concern people’s livelihood. As the principle part of the implementation of the social security system, the social insurance agencies are the new government organizations appeared with the service-oriented government, their operation and effectiveness have profound influence on the social security system and the entire society.Along with the development of our country’s social security business, the demand of service and the pressure of working are increasing. Under this new situation, the capacity of social insurance agency apparently cannot cater for the requirement of normalized, informationized, socialized management service. According to the report of Ministry of Labor and Social Security, the number of Chinese covered by insurance against old age, medical problems, work injuries, childbirth and unemployment reached1.200billion, by the year of2010. Suppose the mode of social insurance will not change, the entire attendance will reach4,151million. And the number of authorized employees of social insurance agencies was about136.6thousand in2010, accordingly, the staff number should increase about336thousand, which will go against the principle of institutional restructuring. Consequently, we have to find a solution to solve this problem from system innovation.Under the circumstances of limited employees and the impact of ageing population, the social insurance agencies are facing the challenge. Their capacity need to be enhanced, and the capacity construction should be proceeding as soon as possible. Based on this fact, the research object of this thesis has been set to be the capacity construction of the social insurance agencies in China. And the research has taken the example of social insurance agency of Jiangxi province, which will accelerate the development of social security in the whole country theoretically and practically. After the analysis of statistics and comparison getting from the survey and interview, it makes suggestions to strengthen the capacity construction of Jiangxi social insurance agency, thereby giving advices to the government and related department, fulfilling the aim of improving the working efficiency, which could keep the sustainable development in the social security business.The thesis has combined with those theories related to social insurance agency and capacity construction, and has used the methods of interviewing, documents analyzing and comparing to study and research the achievement, deficiencies and improving advices of capacity construction in Jiangxi social insurance agency systematically and comprehensively.First of all, this paper has analyzed the social insurance agencies theoretically, including definitions, functions, characteristics and the connotation of capacity construction, which is the theoretical foundation of the research.Secondly, this paper has made general concept of the currency of social insurance agencies in China through literature analyzing and statistics analyzing, including the institution structuring, quantity, percentage of serving. According to the analyzing, there existed some problems of social insurance agencies in China. To solve these problems and enhance the working efficiency, the agencies should strengthen the capacity construction in many aspects, improving learning, implementing, managing, serving and risk management.Thirdly, it introduced the basic conditions of Jiangxi social insurance agency, the working currency and achievement of capacity construction in detail. Based on the investigation and interview, the paper found the deficiencies of social insurance agencies under current mechanism. From the analyzing, it provides the realistic foundation of the research.Last but not least, on the basis of the analyzing of endowment insurance mode of Shanxi province and social insurance information system mode of Wuxi, considering the features of Jiangxi province, the paper has given the general idea of capacity construction of social insurance agency and the suggestions to further strengthen the capacity construction in Jiangxi agencies.
