Orgnaization Of Social Insurance Management And Service System For The Construction Of Research

Social security agency (SSA) system is a crucial part of the service-oriented government,the main provider of public service on social security, and a general term for the organizations,administration, services, means of work, working mechanism and so on that are established bythe government to handle social security affairs, raise social security funds and provide socialsecurity services in accordance with social security laws, regulations and policies. Perfecting theSSA administrative service system is important in promoting the establishment of social securitysystem, indispensable in improving people’s living and welfare, and objectively required inaccelerating equalization of basic public service. Its soundness or not will directly influence theprogress in building a perfect social security system that covers rural and urban residents. As thesocial security reform moves forward, the SSA administrative service system also progresses inits organizations, public service network, service means and service assurance functions, yet stillfalls short of expectations for a sound social security system and people’s demands. Besides, aspeople’s livelihood requirements are increasingly secured and satisfied by the centralgovernment, and social security law is fully implemented, social security cause will certainlyaccelerate to pose new challenges for SSA service ideas, administration modes and servicecapability. In the current and later period, it is significant and urgent to perfect administrativeservice system and mechanism, improve overall SSA service capability, and accelerate thebuilding of a SSA administrative service system which is both sustainable and suitable for ournational conditions, under the goal of setting up a social security system that covers rural andurban residents.This paper falls into five parts:The first part defines SSA administrative service system clarifies its coverage and functions.The second part explains its development past and in the future.By analysis of Chinesepractices in perfecting the system and our current system status, achievements are displayed andobjective problems are found, testifying the necessity and urgency in perfecting Chinese SSAadministrative service system.The third part takes Shandong province as example, elucidates Shandong development andcurrent status of SSA administrative service system, summarizes experiences and analyzes itsproblems and causes.The forth part introduces foreign practices in SSA administrative service system tosummarize advanced foreign experiences to enlighten domestic construction.The last part puts forward strategies in perfecting administrative service system withemphasis on practices such as agency construction, service, administrative means and basic capacity, from aspects of working logistics, working systems, working modes and working ideas.Then it highlights the strategies’ positive role in improving the comprehensive ability of SSAadministrative service and perfecting SSA administrative service system.
