Human Capital On Economic Growth In Gansu Province

With the rapidly development of sciences and technology, the significance of the human capital is more and more prominent. Several researches manifest a fact that the human capital has a remarkably primitive effect to the growth of the regional economy, and it helps to achieve the catching-up of economy for the economically backward region to facilitate the growth of economy by the methods of increasing the accumulation and optimizing the structure of human capital. This paper takes Gansu province as an object to research the contributive effect of the human capital to Gansu's economical growth.At first, the paper expounds the reciprocal relationship between the significance of the human capital and the growth of economy, and minutely analyzes the condition of the human capital in Gansu province from the aspects of the quantity and quality of the human capital, the distribution of the town-and-country and the industries of the human capital, and the function structure of the human capita. And then, an established metering model estimates the contribution of human capital stock and level to the economic growth of Gansu province. Through the result of the GIRF graphic and the FEVD, there is a noteworthy contribution effect of the human-capital's level to the economic growth of Gansu province, and the variation of the human-capital's level can influence apace the GDP of Gansu province, but the effect of the increasing of the human capital stock to the economic growth of Gansu province need gradually visualize after a while. With the factor of the Institution Change in the analyzing of model, the consequence of the evaluation shows that the contribution of the Institution Change to economic growth of Gansu presents a situation of gradual enhancement followed gradual attenuation with the release of the policy effect. In the meantime the influence of the stock structure, function structure of the human capital and unequal distribution of human capital to the economic growth of Gansu gets empirically analyzed in the paper. In the effect of the human capital stock structure to economic growth of Gansu province, the contribution effect of the human capital with junior-middle-school education level is highest to the economic growth of Gansu province; in the effect of the human capital function structure to economic growth of Gansu province, the human capital of entrepreneur type gives a higher contribution in comparison with of the human capital of skilled type, and it has important significance for facilitating long-term development of Gansu's economy to establish a looser policy environment and more consummate market system, and create an appropriate external environment to cultivate more human capital of entrepreneur type; the conclusions that unequal distribution of human capital has a negative influential action to the economic growth of Gansu and the improvement of state of unequal distribution of human capital is helpful to facilitate the economic growth of Gansu province get reached.Through the analysis to the state of human capital in Gansu province, there are a lot of problems found in the forming process of human capital, and the related policy proposals contra posing the problem that the accumulation of the human capital of Gansu confronts are presented in the paper.
