Chinese Ministry of Transport accelerated the development of inland water transport as an effective measure to cope with the international financial crisis, promoted the development of an integrated transport system, and regarded promoting the inland water transport as a national strategy in2010. In this situation, Jiangsu waterway construction will usher in a golden and historical opportunity, waterway construction tasks will show a jump. Subcontract has become a common practice in the majority of construction contractors in the field of waterway engineering construction. Therefore, for waterway construction, how to choose subcontractors and make good use of subcontractors has become an important issue affecting the development of enterprises.On the subcontract issue, foreign scholars mainly focus on the law, the domestic scholars focus on the following three points:the direction of development of the project management model, the construction subcontract management theory and the practice of analyzing the engineering sub-phenomenon of Chinese engineering subcontracting. After drawing lessons from the related research results, this article analyzes the macro-environment of the Chinese waterway construction, relevant laws and regulations, sub-enterprises and market conditions. This paper uses the economic and management theory, especially the project management theory, game theory, incentive theory, optimization theory, quantitative analysis method, the AHP method, to establish the evaluation model of subcontractors in the selection of subcontractors. This paper also determines the solution method, selects an instance to verify the operability of this method. Based on the theory of partnership, this paper proposes to establish the contractor and subcontractor business partnership, and build contractor enterprises subcontracting management information system and the sub-contractor evaluation system through the two party’s long-term cooperation, so as to provide the decision support for the contractor to select the subcontractor.This paper proposes some subcontractor management strategies and suggestions aiming to solve the company’s subcontractor management questions, including incentive management mechanism to establish an effective sub-contractor to improve the internal management framework. Management structures should meet the new regulatory model development needs, the paper encourages functional departments and business enforcement departments to compete with each other, and promotes the overall development of the company. The company should segment different customers and research competitors, analyze market potentials to seize the opportunity to adjust the company’s strategy of development, implement the talent strategy, train high-level project management talent and improve the relevant laws and regulations. The proposed sub-contractor management measures and recommendations aim to enhance the comprehensive strength of such enterprises to provide a useful thinking.
