Among waterway, road, railway and pipeline transport and other modes oftransport, waterway transport has several incomparable integrated suprioities with astrong economy, such as a large volume, low pollution, low energy consumption,small footprint and low cost and so on. Waterway economy will effectively promotethe development of regional economy, however, the development of waterwaytransport is inseparable from the development and construction of the waterways. Atpresent, the State Council and provincial and municipal governments have attachedimportance to the waterway transport. The development of the waterways surroundthe Dianshanhu waters with no exception,which located at Qingpu,Shanghai, has beenconcerned by all levels of governments. But the waterway construction involvesmultiple departments, such as maritime, water, fishery, environmental protection andother departments, however, the waterway management in the ring Dianshanhu watershas not yet formed a complete and comprehensive theoretical system, the integratedplanning and management of waterways surround the Dianshanhu waters is still inprimary stage. Therefore, in this background, this thesis studies Qingpu District as thesubject, making a system analysis on the existing problems in waterway managementof the ring Dianshanhu waters economic development, and designing to clarify the existing functions of each lane, adjusting and positioning its planning function. Also,this thesis makes specific proposals on the ring Dianshanhu waters waterwaymanagement content and associates economic analysis, such as shipping and logisticseconomic efficiency, water tourism economic efficiency, and the social benefits, etc.,for further establishing the operability of the research and its practical significance,and making better promotion of the coordinated development of waterway transport.In this thesis, a variety of research methods have been used to discuss the topic,such as literature research, case study, comparative analysis, site survey, experiencesummed, etc.. Through analysing data and summarizing experience, this thesisidentifies the problems and opportunities in the economic development of the ringDianshanhu waters, for further defining the developping direction of waterwaymanagement in the economic development of the ring Dianshanhu waters, and puttingforawrd the best comprehensive recommendations and optimal programs and so on.This thesis consists of five chapters:The first chapter introduces the research background, significance, and presentsthe main innovation of this paper, also introduces the research achievement bydomestic and foreign scholars in waterway management and water economy, analyzesthe current situation and inadequate in the waterway management of Qingpu District,makes the foundation of the development and research for the waterway managementof Qingpu District.The second chapter analyzes the status and necessity of waterway managementin the economic development of the ring Dianshanhu waters from the aspects ofshipping, tourism,"along the rivereconomy" and the construction of Shanghaiinternational shipping center.The third chapter analyzes the waterways layout surround the Dianshanhu waters,the function position, and the intensive construction of wharves, the digitalconstruction of waterways, the collaborative construction of management and otherwaterways management content in the ring Dianshanhu waters.The fourth chapter analyzes the economic benefits of shipping and logistics,water tourism economic benefits and social benefits in the management of the waterways surround the Dianshanhu waters.The final chapter is a summary and outlook of the full text, and proposes thepresent inadequacies and future direction of further research.
