With the development of social economy and the expansion of ocean development, the construction of Port and Waterway Engineering has gradually formed a large-scale market. No matter international or domestic project, the procurement project must go through a strict procedure of bidding, which is a main transaction mode of market competition. Facing such increasingly severe market situation, the key factor of the water transportation construction enterprises can obtain better economic benefit and sustainable development depends on the successful bidding.The construction projects of port and waterway engineering involve professional variety, wide range, complicated structure, long period, and huge investment, these characteristics resulted in risk uncertainty and diversity. Companying with the development of economic globalization, environmental factors become more complex than before, and uncertain factors of port and waterway engineering are also increasing. The risks it is faced are becoming bigger and bigger, all kinds of risk factors and the risk possibilities greatly increased, which caused the risks loss scales becoming bigger and bigger. Therefore, the construction enterprises must strengthen risk awareness, do a good job of risk management, and plan for the future for how to face the increasingly fierce market competition.The outcome of bidding directly affect the level of the construction quality, progress control, competitiveness and profitability of market. Meanwhile, the risk management during the period of bidding stage, is an important link to the risk management of the whole project. Project risks most formed in the bidding process, and will be throughout the whole process of engineering management. To reduce the loss of risks and maximize the profit, enterprises should strengthen ability of risk control in the process of bidding, do a good job of risk management combined with their own characteristics and advantages, establish a long-term and normal risk management mechanism, in order to avoid all kinds of risk in maximum extent. Thus, it is very important to study the bidding risk management for enterprises of the port and waterway engineering construction.This paper describes the theories and methods of project risk management, and has carried out systematic analysis and studied on the risk management of the bidding stage of No.1berth project, Phase II of container terminal of Zhuhai Gaolan Port. The SWOT analysis method is used to determine the bidding project. Using expert investigation to identify the risk factors of the project bidding stage, it puts forward the working train of risk decision in bidding stage, based on fuzzy analytic hierarchy process, and quantitative risk analysis and risk evaluation model.
