"Food is a paramount necessity of the people and food security is out top priority". Food safety problems are directly related to people’s lives, the health of the people, and the whole country’s future development and destiny. However, in recent years, China’s food safety accidents have occurred frequently, and even in an increasingly fierce development trend. Although the government and related supervision departments are taking measures to control food safety, it seems that still cannot prevent the same incidents. Of course, food safety problem does not only happen in China, in the United States Progressive Era (1890-1920), food safety problem was also a serious social problem, which was criticized by the public and bothered the government. The cause of the food safety problem in the United State Progressive Era was tied to both the simultaneous development of industrialization&urbanization, and the transformation from liberal capitalism to monopoly capitalism. In this period, the companies all concerned only about profits, the US Congress and the government were controlled by the major companies, along with the absence of the food safety supervision and inspection agencies and the relevant systems, all these gave rise to variety of chaos in the United States. Facing with these serious issues of food safety, the US Government took actions to adjust the relationship among the companies, the enterprises and the markets, as well as Strengthen the rule of law and institution building, establish the Food and Drug Administration (FDA), in order to strengthen the regulation of food safety, together with exerting the funtion of the media actively, and educating the citizen’s spirits in the ideological field. All these effective measures reversed the poor food condition, and ensured the products are safe in the United States. The same as the US in the Progressive Era, China is now in the rapid process of social transformation, which from agricultural to industrial, informatization and urbanization. At this time, people can find out the food safety condition is so similar to the US in the Progressive Era! Based on this judgment, we think, we should use the successful measures of the US as our reference by studying the experience of how the US government solved the food safety problems in the Progressive Era.The structure of this essay is as followings:This thesis is composed of five chapters, The first chapter makes introduction, which mainly expound the purpose of this paper and its purport, research ideas and methods, some relevant literature and the academic results at home and abroad. The second part focuses on analyzing the reasons of food safety problems in the Progressive Era of the US. In the third chapter, the author is trying to find out the measures that how the US government solved the food safety problems in the Progressive Era, and then summarized their experience. In the fourth section, the writer talks about China’s food safety problems in the social transitional period. In the fifth part, through comparison and analysis on the basis of the previous text, this essay aims at providing reference from the US in the Progressive Era to our nations’variety food tragic accidents at present.Based on the hypothesis of "economic man", game theory, the functions of the government theory, and related theory knowledge, this paper attempts to analyze the progress of American social problems and the specific measures taken by the government to run food safety problems. Back in the period of social transformation in China, the government and related supervision department faced the predicament of food management, they even fell into the credit crisis and the trust crisis. The government execution was dreadful, and the regulators’"bull management" makes the duty unclear, so that people talked about food color change and food caused social panic and worry. We delve further into the food safety problems and the underlying cause of the loss, these factors are not supposed to be neglected, for example, dreadful execution of government, the unclear duty of the regulators’"bull management", the lack of institution and supervision system, the poor execution of the laws, and the weakness of the supervision groups, even the declines of social morals etc. This paper traces past problems according to their actual conditions as well as their present state. It refers to the era of American progress as a way to learn from experience and puts forth suggestions and countermeasures. This paper argues that system construction and the implementation of laws and regulations is the first step of food safety management. This includes making food safety rules, establishing a food safety monitoring and warning mechanism, and making reasonable food safety standards to build civil interest. At the same time policy shall strictly implement an accountability system for officials, improve the consciousness of administrative personnel, increase moral qualities and the ruling ability, and positively transform government functions and administration. The government and the market are to define the boundary, demonstrate responsibility, and coordinate any conflicts. They should also increase the strength of social supervision, including news media supervision, social public supervision, etc. to ensure effective food source monitoring. Good faith education should strengthen the society, as well as franco-prussian knowledge, public food safety knowledge, the government, enterprises and experts, the food industry association, the consumer, and management of the public news media and the food safety system.
