With the rapid development of global economy, a massive amount of fossil fuels is beingconsumed, and the problems of energy and environment are increasingly serious. Transformingthe pattern of economic development and developing the low-carbon economy which has thefeatures of low emissions, low energy consumption and low pollution have gradually receivedextensive attention of the international community. It has become an effective way to cope withthe climate change and energy issues. As an important city of Beijing-Tianjin-Hebei economiccircle and one of the low-carbon pilot cities in our country, Tianjin should take the responsibilityof transforming the mode of economic growth and reducing carbon emission levels.Based on the empirical study of Tianjin carbon decomposition analysis, this paper makesresearch on the public policies for low-carbon economy development in Tianjin. Firstly this paperuses the “reference method”, recommended by IPCC, to estimate the Tianjin’s carbon emissionsfrom1996to2010. Then we use LMDI factor decomposition method to study the factors whichaffecting to carbon emissions of Tianjin. We respectively analyze the different direction andintensity of the demographic, economic factors, energy intensity and energy structure. The resultsshow that economic development is a major factor in continuing increase in carbon emission, andenergy intensity is a main factor to reduce the carbon emissions intensity. On the basis ofempirical analysis, combined with the analysis of public policy tool in the field of low carboneconomy, we select on the public policy for Tianjin, and put forward some policy suggestionsfrom strategic level, market level, technical level and social level. We expect that this paper willhave certain reference significance in promoting the development of low-carbon economy inTianjin and even the whole country.
