As China’s big province of coal resources and one of the important energy bases, the healthy development of Shanxi’s coal industry plays an important role in the economic development of the whole province and even the whole country. The long time rapid development of Shanxi’s coal economy has brought many negative problems, such as the low recovery rate, the serious waste of resources, frequent accidents, environmental damage, etc. In order to effectively solve these problems, Shanxi has been vigorously carrying out a series of work to achieve the integration of coal resources in recent years, and has received some results. To achieve the healthy and sustainable development of Shanxi’s coal industry, it still need to think about the exhaustion of coal resources from a long-term perspective and make a long-term mining plan except for the integration of coal resources. Therefore, the research on optimal exhaustion of coal resources is of great practical significance.Based on the related theories such as sustainable development, allocation of resources, optimal exhaustion, and according to the current situation of the integration of coal resources in Shanxi Province, the value dynamic model of optimal exhaustion of coal resources has been applied to study the optimal mining rate of coal resources in Shanxi Province, the main work done and the main results obtained are as follows:the first two chapters mainly described the background and significance of the study, and related theories and research status at home and abroad were elaborated. The third chapter analyzed the mining process and operational state of coal resources, and elaborated the status of coal resources in Shanxi Province during the integration of resources from the perspective of the factors which effect the exploitation of coal resources. In the fourth chapter, the substance of sustainable utilization of coal resources and the major exhaustion mode were firstly discussed, and according to dynamic programming principle, the main factors in modeling were analyzed from macro and micro the two aspects, and finally the value dynamic model of optimal exhaustion of coal resources was established. According to the status of coal resources in Shanxi Province during the integration of resources the fifth chapter applied the model of optimal exhaustion to predict the optimal mining rate of coal resources in Shanxi Province. Each of the parameters of the model was analyzed, by function-fitting method to determine the relationship between the rate and cost of coal mining, using Geometric Brownian motion model to predict coal prices, etc, the expression of the mining rate which is a control variable was got by using Lagrange extreme value law. After verifying the validity of each prediction, the model was applied for long-term prediction and the results were analyzed finally, and the conclusions were as follows:the predictive values of the optimum mining rate of coal resources in Shanxi which were got by using the optimal exhaustion model were in accordance with the sustainable development law and the actual mining situation. They had a certain validity and reference value, and could be used as the reference according to which coal mining plan was made in Shanxi Province. The last two chapters were summary and the strategic measures for Shanxi’s coal to achieve optimal exhaustion were put forward according to the Shanxi’s application results of the optimal exhaustion model of coal resources and the current background of the integration of coal resources, such as improving the market mechanism, strengthening resource exploration, enhancing the level of comprehensive utilization of resources, etc.The innovations of this paper are that the main factors involved in establishing the model of optimal exhaustion were analyzed from macro and micro the two aspects according to the status of coal resources in Shanxi Province and the mining process and operational state of coal resources; and the dynamic model of optimal exhaustion which makes the mining rate as a control variable was established; and the model was applied to predict the optimal mining rate during Shanxi’s integration of coal resources which provided references for the government to make mining plans of coal resources.
