Coal resource as an important natural resources, and it is main energy in China. Coal resource has an important strategic position in national economy construction and development. Coal is a special kind of natural resources, with exhaustible, non-renewable and scarcity. Through the optimal exhaustion of coal resources to achieve sustainable reasonable utilization of coal resources, has important practical significance.This thesis combines the domestic and foreign research situation of optimal exhaustion, China energy consumption by analyzing the structure, status of industrial development of coal resources, and study the optimal exhaustion of coal resources assessment on the basis of the theory, put forward the connotation, optimal exhaustion significance meaning and role of coal resources. Study the optimal exhaustion of coal resources evaluation index system. Construct a more applicable multi-level evaluation index system of optimal exhaustion coal resources, the index system is divided into the target layer, rule layer, control layer and index layer 4 layers, the index level were involved in 29 evaluation index. Then, through the present main evaluation method: AHP, FCE, DEA, ANN, GRAY comparison, chosen DEA as the optimal exhaustion of coal resources evaluation method. And introduced the characteristics, processes, and mathematical models of DEA. DEA is a very effective method to evaluate the optimal exhaustion of coal resources with multi-input multi-output of such a complex system. On the basis of selection of indicators, collecting and collating data, make the example analysis of exhaustion coal resources from 1999 to 2008 in China coal resources, use DEAP2.1 software to analyze the model calculation, make the evaluation of exhaustion of coal resources, while test the index system and evaluation method.Thesis by these studies, the establishment of optimal exhaustion of coal resources evaluation index system, forming a strong operational DEA based on the optimal exhaustion of coal resources evaluation.
