Research On The Walue Compensation Policy Of Coal Resources In Shanxi Province

In the process of industrialization, urbanization and regional economic development, mineral resources are the material guarantee, production factors and important driving force of economic and social development. The development and utilization of mineral resources is not only the catalyst of social development, the driving force, but also a symbol of social development. However, in recent years, the development of energy and environment in Shanxi has not only brought the rapid depletion of mineral resources, but also caused the rapid loss of the value of mineral resources, which seriously affected the economic, social, resource and environment coordination, sustainable development, more serious damage to the rights and interests of the development of later generations. Therefore, the research on the value loss of mineral resources and its compensation policy can not only realize the reasonable exploitation and utilization of mineral resources and the value of mineral resources, but also help to protect the rights and interests of later generations.This paper analyzes the theoretical basis of the value loss of mineral resources and its compensation by using the theory of exhaustion resource economics. Based on the actual situation of Shanxi Province, the value loss of the resource and the practice of the value compensation in Shanxi province were analyzed by the data of 1993 to 2013, and the problems existed in the value compensation of coal resources in Shanxi province were pointed out, and some ideas and countermeasures for the construction of the value compensation of mineral resources in Shanxi province were put forward.The main frame and content of this paper mainly include: the first chapter is the introduction, which makes a brief review of the research progress at home and abroad. The second chapter is the theoretical basis of the value of mineral resources compensation policy. Firstly, from the theory and sustainable development theory, the theoretical basis of value compensation of mineral resources and policy implementation is explained, and the policy implications of mineral resources value compensation are pointed out. Finally, the value loss of mineral resources is defined, and the value of mineral resources compensation policy provides a quantitative basis. The third chapter is about the evaluation of the value of coal resources in Shanxi province and its policy effect. There are three parts, the first part is the summary of the value of the coal resources in Shanxi province, the second is the use of user cost method to calculate the amount of the value loss of the coal resources exploitation in Shanxi province from 1993 to 2013, third is the combination of the existing coal resources value compensation policy and the value of the coal resources from 1993 to 2013, to qualitative and quantitative analysis of the effect of coal resource value compensation policy in Shanxi province. The fourth chapter is the countermeasures and suggestions. From the aspects of compensation fund, compensation mode and system security of value of exhaustible resources, this paper discusses the ideas, strategies and suggestions for the construction and perfection of exhaustible mineral resources value compensation.
