China is a large agricultural nation and so is the transition state withits rapid development urbanization in the world, Chinese farmers’ lowculture level, poor technical ability, backwardness concepts and lack ofmedical security situation which all reflect on the shortages of ruralhuman capital and the contradictions of deep administrative levels ofRestricting our country rural social and economic development.Improving the rural human capital, promoting the development of ruraleconomy, increasing farmers’ income and Continue to narrowing theurban-rural gap, the government has its inescapable responsibility. Then, according to the analyses of the relationshipbetween the main body of investment, the causes of the problems ofGuangxi rural human capital investment is "Market failure" and"Government failure". So as to practically solve these problems ofGuangxi rural human capital investment, Governments at all levels inGuangxi have to make a great effort to achieve a comprehensiveinvestment countermeasure plan which will promote investment ineducation, training of farmers, collaborative governance, system reformand so on.
