Research Of Government Investment On Rural Infrastructure In Guangxi

Infrastructures in countryside are the material base for developing economies and society and also are an important indicator and main part of all-round well-off society.To strengthen constructions of rural infrastructure have significance meaning for improving farmers' conditions of production and living.In recent years constructions of rural infrastructure in Guangxi developed faster and faster.However,Guangxi countryside is still lack of constructions of infrastructures of water and power supply,road transport and waste and sewage treatment because of too many historical outstanding loans,fund insufficiencies input and not expedite financing channel.It looks like a formidable challenge to fix.Rural infrastructures are public goods and quasi-public goods.This nature makes them impossible to fully supply by market.Government should become the major investor.In this background,this article analyzed the problems and caused reason base on the current situations of financial investment in Guangxi rural infrastructures and also came up with some solutions to improve the government financial mechanism and countermeasure.This article reviewed the studies of practice theories about public good and public finance on investing on rural infrastructures.Construction of rural infrastructures and the way of government investments have been summarized from different angles e.g.concepts,methods and types.By studying the situation of government investments on rural infrastructures in Guangxi some problems which were not enough aggregate investment,irrational structure of investment,low capital usage efficiency and undemocratic project approval were discovered and discussed.Causes of these problems were analyzed as well.Beside that,this paper also summarized and discussed experience and methodologies from domestic and overseas researches and came up with helpful experience and methodologies.After studying theories and practical experience,this article try to improve the principles,mechanism and countermeasure about government financial investment on constructions of rural infrastructures.
