The Research Of Rural Human Capital Investment Evaluation System

In1960, the American economist Schultz founded the theory of the human capital, andwas awarded the Nobel Prize in Economics in the1979. Since then, there have beeneconomists made an outstanding contribution to the development of human capital theory.With the continuous development and thorough research of the human capital theory, theresearch of the scholars for human capital is a growing tendency to shift from the macro tomicro level, such as the form of investment in human capital, the stock of human capital; thescholars have been made certain results. However, these studies are relatively isolated andtarget only confined to the urban areas, and lack of a comprehensive evaluation and researchon investment in human capital in rural areas.In order to better evaluate the investment in human capital in rural areas, according to theneeds of the study, the paper, relying on the sixth national census project, with the reference tothe research results of the other scholars, builds rural human capital investment evaluationsystem. In this system, the paper selects the form of investment capital in rural areas, the useof the stock of the human capital in rural areas and use of human capital investment in threeaspects as the basic framework of the evaluation. And then under the basic framework, thearticle considers spending on education, health care and raising children as the primaryindicator of the form of human capital investment, education and health as primary indicatorof the stock of the human capital and employment ratio as the primary indicator of the use ofthe human capital investment, and on the basic of the level indicators constructs theevaluation index system of the secondary and tertiary indicators.Relying on data provided by the statistical yearbook, with reference to the evaluationsystem, the paper has a deep and detailed evaluation to the situation of Jilin province humancapital investment from the form of human capital investment, the stock of human capital tothe use of investment human capital. The results show that on whole the condition of the ruralhuman capital investment of Jilin Province is ideal, and the three frameworks complementeach other, promote each other. However, there still exist some problems, such as investmentform is relatively single, the structure need to be adjusted; human capital is a substantial one,but it needs to improve quality; use of high-quality human capital investment efficiency is nothigh, needing to take measures to give full play to the rural human capital investment’seconomic potential.The basic content of this paper includes five parts:The first part is the preamble. It has a brief exposition of the research background,significant, research objectives, research content and research methods. The second part is the theoretical overview. First, the paper has been clear about thebasic meaning of the human capital investment by combing of the seeds of human capital andrelated concepts. Then, the paper analyses the exiting research results of human capitalinvestment, human capital stock and use of human capital investment and puts forward ourown views.The third part is the establishment of the evaluation system of human capital investment.According to the needs of research, the paper build primary, secondary and tertiary indexes offorms of human capital investment, human capital stock and use of human capital investmentthrough the analysis of the theory of the second part and interpret the various indicatorsrespectively.The fourth part evaluates the condition of Jilin province human capital investment by thehuman capital investment evaluation indexes. According to the data of statistical yearbook ofselection, arrangement, analysis, and with the help of tables and charts, from form of humancapital investment, human capital stock and use of human capital investment, Jilin provincehuman capital investment situation has been made for the overall and individual indexevaluation.The fifth part is the conclusion part of this article. This part summarizes Jilin provincehuman capital investment situation from form of human capital human, human capital stockto use of human capital investment after the front part of the evaluation and puts forwardsome relatively suggestions.
