Research On Optimization Of Industrial Structure In Hubei Province Based Of Carbon Emissions

China’s economy has been expanding since the policy of reform and opening enacted in1978. At the same time, the industrial structure has been changed a lot. The main components of industrial structure have been changed from agriculture to industry. What’s more, the tertiary industry has been expanding ceaselessly and people’s living standard has risen significantly. However, the rapid development of economy has caused huge pressure on natural resources and environment. In the process of industrialization, environmental pollutants especially greenhouse gas emissions has grown at the same speed of economy. So it is imperative to adjust the industrial structure to reduce the pollution of the environment. Taking Hubei Province as a research object, this thesis tries to put forward an plan of adjusting its industrial structure on the basis of the benchmark in terms of carbon emissions.In this paper, the industrial structure and the carbon emission are combined and the connotation of adjustment of industrial structure on the basis of carbon emissions is proposed. It analyzes the current situation of industrial structure of Hubei province. What’s more, the detailed emission list of the three industries of Hubei Province from2003to2009is calculated and then the different degrees of the impact of the three industries on carbon emissions are analyzed with the help of gray correlation analysis. The result is that industrial structure adjustment especially within the industry is a pressing matter.In the paper, a multiobjective linear programming model (MLPM) is builded up reducing carbon emissions as much as possible and sustainning economic growth, full employment and reasonable industrial scale. The MLPM is solved by using matlab software. The results show that the proportions of some industrial sectors (such as oil and natural gas, metals mining and dressing, non-metallic minerals and other mining and dressing, food manufacturing and tobacco processing industry, chemical industry and so on) should be decreased in different degree. On the contrary, the proportions of the other industrial sectors (such as coal mining and dressing, textile, leather and feather products industry, petroleum processing, coking and nuclear fuel processing industry,fabricated metal products,general,special equipment manufacturing industry,electrical machinery and equipment and so on) should be increased. According to this adjustment plan, while output can be increased with an increase rate of2.5%, carbon emissions, i.e. a reduction rate23%, can be reduced in Hubei Province in2007. Finally, on the bases of these results, relevant policies to adjust industrial structure in Hubei are proposed, including to increase investment in science and technology to strengthen the basic status of agriculture, to adjust the internal structure of the second industry and accelerate the pace of development to improve the proportion of the tertiary industry.
