A Study On Adjustment Of Industrial Structure Of Chongqing Based On Carbon Emission

With the intensification of global warming and energy crisis, transforming theeconomic development mode, adjusting the industrial structure as well as achieving thelow-carbon transformation of the industry have become a consensus among all countries.After more than30years of reform and opening up, China’s economy and the level ofoutput continues to grow and improve. Accordingly, China’s energy demand and carbonemissions have been increasing at the same time. In the face of the great pressure toreduce emissions, developing low-carbon economy becomes an inevitable choice forChina to achieve the goal of sustainable development. Chongqing is the China’s largestmunicipality. It is also the old industrial base with heavy chemical characteristics. Asone of the pilots for low carbon economy of the five provinces and eight cities in China,the extensive economic development mode, which has the feature of high pollution,high energy consumption and high emission, must be changed. In addition, Chongqingis also charged with the historic task to achieve low-carbon transformation as well as toaccumulate experience for the region and even the whole country. How to transform theeconomic development mode and how to adjust the industrial structure to implement thesustainable growth of Chongqing is a significant issue to tackle with.From the perspective of industrial economics, the paper regards Chongqing as theresearch object. On the basis of collating and analyzing relevant theory and research, thepaper illustrates the status of industrial structure and carbon emissions of Chongqing. Toput forward the industrial restructuring direction and policy recommendations ofChongqing, gray relational analysis, input-output method and four-quadrant analysishave been used and carbon emissions influence and economic influence have beentaken into account.Firstly, empirical analysis about the relationship between tertiary industry andcarbon emissions has been made. As the research on the issue tends to be the study ofincomplete information and uncertainty system, gray correlation analysis has beenselected to measure the relevance. The result has shown that among the three majorindustries of Chongqing, the secondary industry has the greatest impact on carbonemissions, the tertiary industry has ranked second and the primary industry has minimalimpact on carbon emissions.Then, with the input-output method and from the dual perspective of carbon emissions and economic development, the paper explores the adjustment path of the29industrial sectors of Chongqing. According to the extent of the carbon emissionsinfluence and economic influence of different sectors, four-quadrant analysis has beenused to classify the sectors. The structural adjustment policies of different sectors havebeen determined based on the specific quadrants of sectors.Finally, based on the empirical results, the paper further proposed the industrialrestructuring policy and recommendations of Chongqing in the context of low carbon. Itis proposed that in order to transform the industrial structure of Chongqing, on one hand,the major developing sectors and the major controlling sectors must be treated as themain line, on the other hand, the supporting system of finance, taxation and technologymust be built.
