With the development of China’s economic and the acceleration of urbanization, moreand more rural population into cities, per capita car ownership has also risen sharply.However, the construction of urban roads has not kept pace with the development ofpopulation and cars, and the resulting urban traffic congestion problems. Before peoplestarting from the traffic supply point of view to solve the problem of urban road congestion,but people can be increased road supply to lag behind the demand for road, still can notsolve the city’s road congestion. Inhibition of the transport needs of people, the collectionof the congestion charge has been studied to solve the traffic congestion faced by cities.This paper begins with Qualitative analysis of traffic congestion and congestioncharge: starting from the introduction of the concept of traffic congestion, and then analyzethe relevant factors to affect China’s urban road traffic congestion; then introduced theconcept of the congestion charge, and introduced the ways of congestion charge, meaning,and models. Then there are followed by the quantitative analysis of the congestion charge:quantitative analysis further elaborates the concept of a congestion charge, the relationshipbetween the congestion charge and public transport, and using the static methods of thegame to prove the importance of the imposition of the congestion charge. Then thereintroduces the foreign-related cases to impose the congestion charge to provide sometheoretical basis and relevant experience for the implementation of China’s levy ofcongestion charge. Then this paper use the specific data to analyze China’s current trafficcondition, and use one kind of dynamic game theories to analyze how to congestionpricing. Finally there designs a scheme for congestion charge, and put forward supportingpolicies and measures which are required in the implementation process.
