In China, many cities suffered different degrees of traffic congestion, management department is trying to alleviate congestion through various kinds of ways, but the effect is not ideal, and congestion charging(Congestion Pricing)as a new economic means to alleviate urban traffic congestion has a positive role.Therefore, this paper analysis the possibility of traffic congestion charging in the cities of China, to explore the congestion charging policy have to relieve the congestion status characteristics of accurate and efficient.This paper has three main objectives: first, through the study of key factors affecting the general combing Walker accepted congestion charging will, offer the decision basis for the traffic management department to formulate the congestion charging policy reasonable and effective implementation. Secondly, in the light of various problems derived congestion charging the key issues of public concern, find, so as to explain the issues related to the public key before congestion charging, make policy implementation. Factor analysis based on the validation questionnaire; accept the regression analysis and Logit log linear model analysis of congestion charging will vary by the individual characteristics, travel characteristics and the influence of cognitive degree based on the, more and further analysis by chi square test what characteristics the public accept the congestion charge; secondly, the use of clustering analysis to obtain have individual characteristics, travel the characteristics of the public by and influence the degree of congestion charging; analysis of issues of public concern focus on differences in the congestion charging economy, congestion pricing, congestion charging using AMOS structural equation and fairness of congestion charging effect of four potential problems.The sample data obtained by the questionnaire survey way, take effective incentive and regulatory measures in the research process, improve the recovery rate of the questionnaire and efficiency, at the same time through the reliability and validity of thequestionnaire of quality assurance.The research results show that: the individual characteristics of gender, trip characteristics of car ownership and travel mode, three parameters of the cognitive degree of congestion charging is the biggest factor affecting the public acceptance of congestion charging will; the fairness of congestion charging and the effect is a two issues of most concern to walker. In addition, the individual features of the freedom of occupation, business / enterprise / institution staff, annual income below 80000 of the traveler, the travel characteristics of public transport(including traffic) traveler and the private car travelers are affected by congestion charge, show that congestion charging policy for this part of the crowd is more suitable for.
