Public logistics information platform(PLIP) is an important trend of modern logistics informatization developing. Its theoretical system has not yet been mature and perfect. Construction and operation of PLIP are still in the exploratory stage. In this paper, structure and evaluation of the coal PLIP were studied, so as to provide ideas for later platform construction and material for later study. The main research contents are as follows.First, status and trend and approach of coal logistics informatization were discussed. Then, feasibility was studied from four aspects: politics, economy, society, technology, namely, PEST. Moreover, characteristics of coal supply chain under PLIP and of coal logistics under supply chain management(SCM) were analyzed; the coal logistics network system under SCM was put forward as well. Next, features of coal chain information demand and transfer under PLIP were raised; function requirement of node enterprises for PLIP was also proposed. Then, architecture and network models of coal PLIP were built respectively based on SCM. The architectural model was made up of 5 layers, such as infrastructure layer, supply chain business layer, supply chain management layer, supply chain decision layer and portal layer. The network model consisted of 3 subsystems: the core enterprise and companies up and down the supply chain. Next, an evaluation index system of the coal PLIP performance was established, including 4 first-class indicators(information quality, service level, economic benefit and operation security) and 13 second-class indicators. The performance was evaluated with the method of fuzzy comprehensive evaluation(FCE). Analytic hierarchy process(AHP) was used to determine the weight of indicators. FCE and AHP were realized through MATLAB. Finally, methods above-mentioned were applied to evaluation of platform named “L”. Results show that operation performance of this platform is “good”, which is consistent with the actual situation.
