China’s old-age insurance system primarily adopts the three-pillar pension system. The basic old-age insurance system in the first pillar is approaching completion, and the additional old-age insurance system in the second pillar shall be a vital component of China’s efforts to improve the old-age insurance system. As a key constituent part of the second pillar, the additional old-age insurance system of occupational annuity is not only one of the most important reforms included in the "12th five-year plan" to accelerate the construction of the social security system but also one of the most important measures to solve the problem of population aging, maintain social stability, and promote the harmony as well as co-prosperity among different social classes.Methods of literary analysis, comparative analysis, statistical analysis, empirical analysis and case analysis are mainly taken in this study. The paper identifies the relevant concepts, compares the research status of old-age insurance system at home and abroad, analyzes the experiences of the pilot pension system reforms in Shanxi, Shanghai, Zhejiang, Guangdong and Chongqing together with the pilot enterprise pension initiated in Liaoning, and plays the reference role for the timing, related operating process, and supporting regulation of the implementation of the additional old-age insurance system of occupational annuity in Dalian.Combined with the big goal of "harmonious society" advocated by the Chinese government and the small goal of "livable city" put forward by Dalian City, this paper, in the perspective of social needs and supporting system, proposes to establish the additional old-age insurance system of occupational annuity in Dalian with the starting point in the institutions and further expansion to public servants when concerned experiences are effectively accumulated. To get fully prepared for the establishment of occupational annuity system, the institutes are supposed to accomplish the reforming of the classification of the institutes, perfect the basic old-age insurance system of the institutes, and make comprehensive policies for the old-age insurance system of occupational annuity.Based on the practice analysis of Dalian City’s enterprise annuity system, improvement recommendations are posed in the concluding part to cope with the practical problems and regulatory requirements that may occur in the establishment of the additional old-age insurance system of occupational annuity in Dalian.
