Since1990s, many organizations, institutions, social groups and academic fields inthe world has successively put forward that “tourism has become the largest industry in theworld”. The number of the international tourists reached935million and204million inAsia in2010. The numbers increased by6.6%and13%respectively in comparison withthat in2009on a year-on-year basis. In America,it hosted151million internationaltourists and the number increased by8%than that in2009on a year-on-year basis, While,it increased10%in South America. Meanwhile, outbound tourism consumptions ofcitizens increased by26%in Russia,28%in Saudi,52%in Brazil respectively incomparison with that in2009on a year-on-year basis. In2010, the number of domestictourism researched2.1billion and increased by10.6%in comparison with that in last yearon a year-on-year basis. The income has added up to1.26trillion yuan and increased by23.5%.The vigorous development of tourism shows strong vitalities. In order to meet thedemands of tourism industries, each country in the world strengthens the fund investmentson tourism projects development and construction. However, the rapid development ofindustrialization and urbanization as well as the worsening deterioration are aggravatingthe pollution of the cities. Predatory exploitation and utilization in tourism industry and theextensive management of sightseeing places and spots of human beings have caused thescope and extent of travelling activities to exceed the limit that the natural environment canbear. That human and nature keeping in harmony in tourism and protecting theeco-environment are the pursuits of human beings. Gradually, island sightseeing districtsare becoming the favor and attracting more and more tourists. To promote the harmoniousdevelopment of economic and social benefits and ecological protection, researches oneco-tourism are extremely urgent.Zhoushan Islands New Area is officially written in the12th Five-Year plan on April,14th,2011.The State Council officially approved to set up Zhejiang Zhoushan Islands NewArea on July,30th,2011. With the approval of the Party Central Committee and the StateCouncil, Zhoushan Islands New Area of Zhejiang becomes another state-level New Area after Pudong New Area of Shanghai, Binhai New Area of Tianjin and Liangjiang NewArea of Chongqing and it is also the first one about the subject of marine economy in thenational strategic level in China. The target of the New Area is to gradually become thecentre of storing, transferring, processing, trading, for large-volume commodities, animportant waterway at sea in the Eastern China, demonstrated districts on comprehensiveprotection and development of marine and islands, an important modern marine industrybase and the antecedence zone of land and sea.Zhoushan is the only prefecture-level city which stands on islands. With medium andlarge city groups like Shanghai, Hangzhou, Ningbo and the broad economic hinterlandssuch as Yangtze Delta behind, and facing the Pacific Ocean, Zhoushan Islands New Areahas the advantage of unique location. It is the main waterway and channel for the YangtzeRiver Valley and Yangtze Delta to head toward the out world, forming the fan-shapedshipping networks with the emerging harbor cities of Asia-Pacific areas.How to develop and make use of the ecological resources of the islands efficientlyand make the limit, non-renewable and scarce ecological resources of the islands exploitfully sustainably are the significant issue at present and hereafter. The research based onboth foreign and domestic theories and practices, surveys and assessments on tourismresources of Zhoushan islands New Area, breaks the traditional methods. The research,basing on the development and exploitation of ecological resources of Daqingshan inNational AAAA Level Scenic Spots-the core sightseeing spots of Zhujiajian, proposes thestrategy to exploit the ecological resources of Zhoushan Islands New Area efficiently andsustainably.
