Study On The Developmental Countermeasures Of Recreational Fisheries In The Zhoushan Islands New District Construction Background

With the development of the economy and the improvement of the people's living standard,there is an urgent increase in urban citizens' consumer demand for leisure and entertainment.People warmly welcome the recreational fishery,as a new industry,it is an integration of fishery resources and tourism resources.As a well-known fishing economic city in the country,Zhoushan takes pride in its abundant marine resources,strong production,long fishery history,profound fishery culture and unique domestic tourism resources.In June 2011,the State Council formally approved the establishment of the New District of Zhejiang Zhoushan Islands.Zhoushan became another national-level new district following Shanghai Pudong,Tianjin Binhai,and Chongqing Liangjiang,and was also the first state-level new district with the theme of marine economy."Zhoushan Islands New District Planning" proposes to build a modern marine industrial base,and ocean tourism industry is included.As an important part of Zhoushan marine tourism industry,there are many deficiencies in the recreational fishery,such as lack of good quality services,insufficient cultural elements,lagging laws and regulations,lack of system construction,unknown main management body,unclear departmental functions,few financing channels,difficulties in upgrade and optimization,unknown advantages and characteristics,and repeated project construction.Zhoushan leisure fishery is not perfect and sound compared with the leisure fishery industry in the developed countries and regions of the world.Therefore,in the process of developing recreational fishery in Zhoushan,how to use the development conditions of the Zhoushan Islands New District to promote the optimization,upgrading and rapid development of recreational fishery is of great significance.This article takes the recreational fishing in the new area of Zhoushan Islands as the research object.Based on the field research and comparative analysis of related literature,this paper combs the development status,development conditions and existing problems of recreational fishing in Zhoushan.On this basis,combining the strategic objective of building a modern marine industry in the new area of Zhoushan Islands,the development target and positioning of recreational fishery were analyzed under the background of the construction of the new area of Zhoushan Islands.Some countermeasures were suggested,such as to optimize supporting facilities and improve service quality,strengthen legal construction,refine the legal specification,optimize division of functions,define departmental powers and responsibilities,improve supportive policies,improve investment and financing systems,exploring cultural factors and making use of regional features.
