A Study On The Performance Evaluation And Integration Of Financial Agricultural Funds

The development of china’s agriculture, especially the county-level agricultural development, excessively depends the acquirement of financial agricultural support funds, however, the efficiency of the funds utility was neglected and establishment of proper and effective funds utility evaluation index system was insufficient. Considerations in the long-run limit of funds deficit, the reinforcement of the study on financial agricultural output performance evaluation both benefit the performance improvement of financial agricultural support funds and the well-established management of financial agricultural support funds.Firstly, this study utilized some theoretical achievements as:the efficiency measure of economic performance theory, the efficiency on the supply of public goods theory, the factors that impact the allocation performance were analyzed and validated, analyzed the efficiency through a Tobit regression method, then measured and evaluated the allocation performance of financial agricultural support funds from prospect of function or grade through an application of Data Envelopment Analysis (DEA) of various years of Wugang City, Hunan Province. The research results are as follows:(1)Wugang city Financial agricultural support funds performance level has wholly been decreasing from1995-2010.The scale efficiency was categorized as the following:scale-return level of]995was characterized as increase scale return(IRS), the level of1996and1998was listed as constant scale return(CRS) and the rest were classified as decreasing scale return(DRS), which means that the scale of financial agricultural support funds is key to improve the agricultural fund performance.Furthermore, Project Analysis is used to locate the deficient factors of input or output of financial agricultural support funds. The author draw the following conclusion by virtue of Tobit regression:The low urbanization suppress the performance improvement of agricultural support funds, while the raise of farmer income will benefit the perfection of agricultural funds, of all things, the integration of agricultural support funds predominates influent factors of financial agricultural support funds. Following the analysis, the author puts forward some integration modes of financial agricultural support fund and selecting criterion. Based on the above analysis, the author think that ensuring the spending of financial agricultural support fund, establishing implement system for performance evaluation of financial agricultural support fund, optimizing the special transfer payment models of regional fiscal fund for agriculture.The DEA model and projection analysis of financial agricultural support funds performance evaluation provides a scientific reference for financial agricultural support funds performance level, and it is convenient for agricultural fund decision-makers to get a more satisfied financial agricultural support fund path by adjusting the index system of input and output, moreover, using the Tobit models to analyze the influent factors of financial agricultural support fund performance, integrated with DEA method is another innovation.
