The Study About Fiscal Agricultural Funds Management In Jiangyang District Of Luzhou City

China is an agricultural country,the "San Nong" issues(Three aspects:Agriculture,Countryside and Farmer)has always been the core problems of the social and economic development in our country,which related to the overall situation about reform and opening up policy and modernization construction.Since the Sixteenth National Congress of the Communist Party of China,these main problems of "agriculture,rural areas and farmers" are the focus of our state work.In order to better support the "San Nong" projects,finances at each levels in the government budget arrangement of agricultural special funds showed a rising trend year by year.However,based on the existing financial funds for supporting agriculture inputs,the methodology of this paper will analyse the present situation and the efficiency effect,due to the lack of capital running,effective management system and method and causing the various problems of financial supporting agriculture,budget funds dispersed reuse,bull management chaos,low efficiency nagetive aspects,etc.and so on.Therefore,strengthening financial support agriculture capital management and improving the integration could integrate to be an important link and a inevitable requirement to achieve goals on financial standardized,scientific and fine management aspects.At the same time,the methods also can improve the financial service efficiency of funds fundamentally,guarantee funds for supporting agriculture to exert maximum utility.This paper,base on current budget situation of Jiangyang District of Luzhou City on financial funds issues for agriculture.The author combines the actual work by using literature method,survey method and other methods.This paper expounds and indicates the Jiangyang District of Luzhou City financial funds for supporting agriculture investment scale,investment structure and using effect and supervised measures to analyze the current Jiangyang District finance support agriculture funds management in the status quo.The problems during spending and management process could be solved from the successful experience of domestic and overseas,such as: giving the system,reasonable countermeasures and suggestions to establish,improving the system of financial funds to support agriculture,improving theefficiency in using financial funds for supporting agriculture resources and integration of financial supporting agriculture budget effect comparison system.
