The Estimated Study On The Zhejiang Province Urban-rural Integration Situation

Since the reform and opening up, China’s urban-rural duality structure is still obvious, the gap between urban and rural areas continues to expand, causing tension and imbalance of the relationship between them, which seriously influence the sustainable and healthy development of our country’s economy and society. However, based on the present stage of economic development, China’s economy has generally entered a development stage of industry-promote-agriculture and urban-lead-rural, which requires us to plan as a whole for urban and rural economic and social development, focus on breaking the economic and social duality structure between urban and rural areas, then gradually develop from the division of urban and rural areas to the integration of urban and rural areas.In recent years, Zhejiang province has carried out the scientific development concept, thoroughly implemented the"88" strategy and "two innovation" total strategy, insists on the new urbanization and new rural construction linkage development, now has preliminarily set up the policy system and the institutional framework of coordinative development between rural and urban areas, and has made a solid pace in aspects of constructing a new relationship between industry-agriculture and urban-rural, and of promoting the integration of urban and rural economy and society, now has entered a new stage of the overall promoting urban-rural integration development.In view of situation above, this paper bases on the domestic and foreign relevant theoretical research, comprehensively analyzes the scientific connotation of urban-rural integration, and provides this paper’s definition of it; in the meanwhile, by using the frequency statistics and theory analysis, this paper constructs an indicator system of urban-rural integration development in four aspects,which is economic development, social life, space facilities and ecological environment, then uses the analytic hierarchy process to determine indicator layer and the specific weight of it; Then combines the current situation of the development of urban-rural integration in Zhejiang province, and uses the comprehensive evaluation model to measure and analyze the development of urban-rural integration of 11 cities and 58 countries (cities) in Zhejiang province in 2010 by the data statistics and non-dimensional process, and also uses another way of Principal Component Analysis to verify the measurement; fnally concludes that the development of urban-rural integration has to do with the comprehensive economic strength, natural conditions and critical path method; at last, this paper puts forward counter measures to speed up the urban-rural integration development in Zhejiang province and to improve the urban-rural integration development, that is to emphasize on strengthening regional cooperation, accelerate coordination between urban and rural areas, play the leading role of government, and finally achieve the grand goal of the urban-rural integration.The indicator system of urban-rural integration development measurement constructed by this paper enables the comparison of the urban-rural integration development among different areas in Zhejiang province, and has important practical meaning and referential value for every city and country to correctly understand their own process, and then to formulate specific policy for coordinated development between urban and rural areas.
