Research On The Measurement And Promotion Of Urban And Rural Integration Development Level In Sichuan Province

The relationship between urban and rural areas is a proposition that no country can evade in its development process.Since the reform and opening up,our country has made a series of gratifying achievements in breaking the dual structure of urban and rural areas and promoting the coordinated development between urban and rural areas.After the 19 th Congress,in the face of the contradiction between the growing needs of the people in the new age and the unbalanced development of the society,if we want to build a well-off society and modernize our socialist economy,we must firmly believe and continuously promote the development of urban and rural areas.As a big agricultural province,Sichuan should handle the relationship between urban and rural areas correctly and explore its own integrated development path of urban and rural areas under such a macro-economic background.This paper read related documents and expounds the connotation,characteristics of the integration of urban and rural areas.Then it explores the practical experience in the process of the integration of urban and rural areas both at home and abroad in order to provide reference for the coordinated development of urban and rural areas in Sichuan Province.In accordance with the principles of scientific and comparability,from the four aspects of the integration of economic development,the integration of public services,the integration of residents' lives and the integration of ecological environment,this article constructs the index system and using SPSS statistical software to evaluate the integration level of urban and rural area in Sichuan Province through factor analysis and cluster analysis.From the time perspective,it can be concluded that the overall level of urban-rural integration in Sichuan Province has been increasing year by year.From the four dimensions it also shows year-by-year increases.The integration of economic development and ecological environment has changed in the same direction,and the integration of public services and residents' life is similar.The measurement of the overall level of integration of urban and rural areas shows that Sichuan's performance in the western region is acceptable,but there is room for improvement in the further,and it needs to focus on strengthening the level of the ecological environment.Finally,with the relevant data of 21 prefectures and cities in the province,this paper concludes that the urban-rural integration level in each region of Sichuan is divided into four categories: excellent,good,general and backward,and the whole presented as a spindle.At the same time,it is found that the spatial layout of the urban-rural integration level is basically the same as the spatial layout of the economic development level and there is a significant gap in the level of coordinated urban and rural development across the Sichuan region.The integration of urban and rural development in Sichuan is a comprehensive process.To summarize the good place that Sichuan's urban-rural integration has done.Continue to improve the urban and rural planning system,carry out rural land property rights reform,innovative rural investment and financing methods and outstanding achievements in strengthening grass-roots democracy construction to better integration in urban-rural areas.However,the lack of driving capacity,the obstruct of elements flow between urban and rural areas,the low income of urban and rural residents,the obstacles in the existing system,and poor ecological environment caused the poor development of urban-rural integration.In addition,the integration of urban and rural area is mainly affected by institutional factors,cost factors,concept factors and psychological factors.In the future,First of all,the reform should be deepened to promote the flow of elements between urban and rural areas.Second,we should accelerate the cultivation of superior industries in the countryside,carry out structural reforms on the supply side of agriculture and stimulate the rejuvenation of diversified civilizations in rural areas to promote the transformation and upgrading of rural production methods.Finally,we should complete the household registration system,labor and employment system,strengthen ecological environment,promote the equalization of basic public services,enhance government capacity to give a guarantee for the development of urban-rural integration.The main contribution of the full text is in the following aspects:First,quantifying the integration level of urban and rural areas from the perspectives of time,space,and region,and from the four dimensions of economic development,public services,residents' lives,and the ecological environment can more systematically reflect the real situation of urban-rural integration in Sichuan.Second,according to the current actual situation,some indicators have been selectively added or deleted.And in addition to maintaining regular income and consumption gaps between urban and rural residents in the measurement,add the indicators for measuring the living conditions of urban and rural residents,further enriching the index evaluation system.Third,faced with the new background,the rural revitalization strategy has been included in the text,which is more practical.However,due to the lack of theoretical level and practicality of the author,the analysis of the problem is inevitably insufficient or not clear enough.Therefore,it is necessary to continuously summarize and improve in the future life.
