| This article based on Marxism and the Chinese characteristic socialism theory, with the use of the method of historical treatise union, from the angle of ecnomics and history , reviewes the party’s new policy towards private sector as well as the evolution of policies since China’s reform and open policy, analyzes the performance of party’s controlling the private sector ability in the new period, and comes up with countermeasure on how to further promote the private sector.The thesis includes three parts:The first part: analyze private sector’s concept, the nature and the status carry, and elaborate the theory basis of our country’s private sector’s existence and development: The productive relations must adapt the productive forces development theory; Socialism initial stage theory; Socialist market economy rule.The second part: According to the time sequence (1978-1986, 1988-1991, 1992-2001, 2002- until now )the systematically reviews the party’s new policy towards private sector as well as the evolution of policies in the new term, the private policy pass the following five stages: private economic policy making since; private economic policies shape; private economic policy gradually improved; private full sound economic policies.The third part: obtains the understanding of our party’s increasingly improving ability in controlling the private sector‘s development, and from four different angles analyses the enhance of the Party’s ability to controlling the private sector:Adhere to the ideological line ; perfect legal system; obey the laws of the market;address the financial crisis .The fourth part: Has analyzed the questions which private sector development in the new period faces, highlighted in ideas, credit support, market access, the quality of the enterprises themselves.Through the depth analysis of current situation , puts forward countermeasures and suggestions to promote the development of private sector,and helps the party to manage the private sector better. |
